Part One. Article 32 275Notes by the Secretariat3. At the sixth session <strong>of</strong> the Ad Hoc Committee, the discussion also focused onthe text <strong>of</strong> article 22 ter. Pertinent proposals were submitted by China (A/AC.254/L.118),the working group chaired by Argentina (A/AC.254/L.122) and Yemen (A/AC.254/L.127).On the basis <strong>of</strong> the last two proposals, the text <strong>of</strong> article 22 ter was revised to read as follows(see A/AC.254/4/Rev.6):“Article 22 ter“Communication from States Parties“Each State Party shall provide the Conference <strong>of</strong> the Parties to the Conventionwith information on its policies and legislative and administrative measures to implementthe Convention, as required by the Conference <strong>of</strong> the Parties.”4. The <strong>version</strong> <strong>of</strong> article 23 contained in <strong>document</strong> A/AC.254/4/Rev.6 remainedunchanged in the intermediate drafts <strong>of</strong> the convention (A/AC.254/4/Revs.7 and 8).Rolling text (A/AC.254/4/Rev.9 and Corr.1)Ninth session: 5-16 June 2000“Article 23 15“Conference <strong>of</strong> the Parties to the Convention“1. A Conference <strong>of</strong> the Parties to the Convention is hereby established toimprove the capacity <strong>of</strong> States Parties to combat transnational organized crime andto promote and review the implementation <strong>of</strong> the Convention.“2. The Conference <strong>of</strong> the Parties shall convene not later than one year followingthe entry into force <strong>of</strong> the Convention. The first task <strong>of</strong> the Conference willbe to agree upon and adopt rules <strong>of</strong> procedure and rules governing the activitiesdescribed in paragraphs 3 and 4 <strong>of</strong> <strong>this</strong> article (including rules concerning payment<strong>of</strong> expenses incurred in carrying out those activities). 16“3. The Conference <strong>of</strong> the Parties shall agree upon mechanisms for accomplishingthe objectives mentioned in paragraph 1 <strong>of</strong> <strong>this</strong> article, including:“(a) Facilitating activities by States Parties under articles 21, 21 bis and 22 <strong>of</strong><strong>this</strong> Convention, including by encouraging the mobilization <strong>of</strong> voluntary contributions;“(b) Facilitating the exchange <strong>of</strong> information among States Parties on patternsand trends in transnational organized crime and on successful practices forcombating it;15This article was revised at the informal consultations held during the ninth session <strong>of</strong> the Ad Hoc Committee andwas recommended by the Chairpersons <strong>of</strong> the informal consultations to the Ad Hoc Committee for consideration at its tenthsession.16At the informal consultations held during the ninth session <strong>of</strong> the Ad Hoc Committee, there was considerable discussionabout the participation <strong>of</strong> signatories and non-signatories to the convention in the first session <strong>of</strong> the conference <strong>of</strong>the parties and about whether there should be any differentiation <strong>of</strong> status between the two categories <strong>of</strong> States. Japan undertookto consult other delegations and to propose appropriate text for a paragraph to be added to <strong>this</strong> article.
