At the fourth session <strong>of</strong> the Ad Hoc Committee, the Special Rapporteur on violenceagainst women, its causes and consequences submitted a position paper(A/AC.254/CRP.13), in which it was proposed that the wording “shall” rather than “areencouraged to”, as well as the term “competent” rather than “appropriate” [authorities]should be used. It was also argued that the use <strong>of</strong> the phrase “in the jurisdiction <strong>of</strong>” instead<strong>of</strong> the phrase “in the territory <strong>of</strong>” would provide more comprehensive protection <strong>of</strong>trafficked women, including those on States parties’ embassy grounds that are locatedwithin the territory <strong>of</strong> non-States parties.4. At the informal consultations held during the fifth session <strong>of</strong> the Ad HocCommittee, a restructured <strong>version</strong> <strong>of</strong> the draft protocol was submitted by Belgium, Polandand the United States (A/AC.254/5/Add.13), in which <strong>this</strong> article was incorporated asarticle 11.5.
