The version of article 13 contained in document A/AC.254/4/Add.1/Rev.1remained unchanged in the intermediate drafts of the protocol (A/AC.254/4/Add.1/Revs.2and 3).Rolling text (A/AC.254/4/Add.1/Rev.4)Sixth session: 6-17 December 1999“Article 13“Legitimacy and validity of documents“States Parties shall, upon request by other States Parties and subject to thedomestic laws of the requested State Party, verify within a reasonable time the legitimacyand validity of travel or identity documents issued or purported to have beenissued in the name of the requested State Party and suspected of being used in thesmuggling of migrants.” 11At the sixth session of the Ad Hoc Committee, three changes to this provision were agreed upon: the reference to“Party” was changed to “State Party” (proposal by the United Kingdom of Great Britain and Northern Ireland); the words“without undue or unreasonable delay” were replaced with the words “within a reasonable time” (proposal by Morocco);and the reference to “documents issued” was expanded to read “issued or purported to have been issued” (proposal byCanada). It was noted that the text of this provision was parallel to the text of article 6, paragraph 3, of the trafficking inpersons protocol, as that text was reorganized at the sixth session. During the deliberations on that text, the Ad Hoc Committeehad decided to incorporate these same changes, for purposes of further discussion.527
