Each State Party shall consider adopting measures that permit, in appropriatecases, the revocation or denial <strong>of</strong> visas to persons, including foreign <strong>of</strong>ficials,known to be implicated in crimes covered by <strong>this</strong> Protocol.”Notes by the Secretariat7. The <strong>version</strong> <strong>of</strong> <strong>this</strong> article contained in <strong>document</strong> A/AC.254/4/Add.3/Rev.1remained unchanged in the intermediate drafts <strong>of</strong> the protocol (A/AC.254/4/Add.3/Revs.2and 3).8. As indicated above, a restructured <strong>version</strong> <strong>of</strong> the draft protocol was submitted byBelgium, Poland and the United States (A/AC.254/5/Add.13) at the informal consultationsheld during the fifth session <strong>of</strong> the Ad Hoc Committee. In that <strong>version</strong>, the article wasincorporated as article 12. Paragraphs 2 and 3 that had appeared in the previous draftswere moved to article 8 <strong>of</strong> the draft protocol (see note 1 by the Secretariat concerningarticle 11 <strong>of</strong> the present protocol). The title <strong>of</strong> new article 12 was changed from “Othermeasures” to “Stricter measures”, which better described it. In view <strong>of</strong> the above, article12 in <strong>document</strong> A/AC.254/5/Add.13 read as follows:“Article 12“Stricter measures“States Parties may adopt measures stricter than those provided for in <strong>this</strong>Protocol if, in their opinion, such measures are desirable to prevent, combat anderadicate the crimes covered by <strong>this</strong> Protocol.”9. At the sixth session <strong>of</strong> the Ad Hoc Committee, it was agreed to delete article 12<strong>of</strong> the restructured text.
