States Parties shall consider developing and sharing analytical expertiseconcerning organized criminal activities with each other and through interregional andregional organizations, including the <strong>International</strong> Criminal Police Organization. For<strong>this</strong> purpose, common definitions, standards and methodologies should be developedand applied as appropriate.“2. Each State Party shall consider analysing, in consultation with the scientificand academic communities, trends in organized crime in its territory, the circumstancesin which organized crime operates, as well as the pr<strong>of</strong>essional groups andtechnologies involved.2One delegation questioned the inclusion <strong>of</strong> the phrase appearing in square brackets. It was noted in response that thephrase was intended to emphasize the importance <strong>of</strong> utilizing academic research to improve the quality and effectiveness <strong>of</strong>the response to organized crime.3One delegation proposed that paragraphs 3 and 4 should be transferred to article 23.4The possibility <strong>of</strong> transferring <strong>this</strong> paragraph to article 23 was to be considered. One delegation proposed the insertion<strong>of</strong> the words “and other scientific and specialized bodies, as well as regional bodies,” after the words “Programme network”.Another delegation drew attention to the financial implications <strong>of</strong> <strong>this</strong> paragraph and noted that the style <strong>of</strong> the paragraphwould be more appropriate in a resolution than in a convention. Two delegations proposed the inclusion <strong>of</strong> a paragraph onthe responsibility <strong>of</strong> States parties to provide the Secretary-General with the information referred to in <strong>this</strong> paragraph.
