The only amendment was to place the word“explosives” and the words “other related materials” in option 2 <strong>of</strong> subparagraph (b)in square brackets, in order to ensure consistency with the wording in subparagraph(a) (see also footnote 8 above).2. At the eleventh session <strong>of</strong> the Ad Hoc Committee, there was general agreementthat the text <strong>of</strong> <strong>this</strong> article should be reformulated, for the sake <strong>of</strong> consistency with theother protocols, on the basis <strong>of</strong> a proposal by Mexico, which read as follows:“The purpose <strong>of</strong> <strong>this</strong> Protocol is to promote cooperation among States Parties toprevent, combat and eradicate the illicit manufacturing <strong>of</strong> and trafficking in firearms,their parts and components and ammunition.”11This was new text proposed by France and Italy at the informal consultations held during the eighth session <strong>of</strong> theAd Hoc Committee (see A/AC.254/L.172). A substantial majority <strong>of</strong> the delegations that took part in the discussion expressedsupport for the proposed text and the informal consultations decided to recommend that it should be adopted for the purposes<strong>of</strong> further discussion. Pakistan also supported the text, but proposed deleting the words “in order” and adding the words“with a view to fighting transnational organized crime” at the end <strong>of</strong> the sentence. This proposal was supported by only twoother delegations and the informal consultations did not recommend either that it should be placed in square brackets or thatit should be added to the text. The strong objections <strong>of</strong> Pakistan were noted for the record. China and Pakistan reserved theright to return to <strong>this</strong> provision in subsequent discussions.12The words “other related materials” were replaced by the words “parts and components” throughout the text <strong>of</strong> thedraft protocol, as agreed at the informal consultations held during the eighth session <strong>of</strong> the Ad Hoc Committee (seeA/AC.254/L.174, para. 4).
