The Secretary-General shall convene the first session of the Conference ofthe Parties to the Convention and shall designate the Centre for International CrimePrevention of the Secretariat of the United Nations to serve as the secretariat for andat the direction of the Conference. 7“2. The secretariat shall:“(a) Assist the Conference of the Parties in carrying out the activities describedin article 23 of this Convention and make arrangements for and provide the necessaryservices for the sessions of the Conference;“(b) Upon request, assist States Parties in providing information to theConference of the Parties as envisaged in paragraph 5 of article 23 of this Convention;and“(c) Ensure the necessary coordination with the secretariats of relevant internationalorganizations.”Notes by the Secretariat3. At its tenth session, the Ad Hoc Committee considered, finalized and approvedarticle 23 bis, as amended. The last amendments are reflected in the final text of the convention,as included in the report of the Ad Hoc Committee (A/55/383, sect. IV, draft resolution,annex I), that was submitted to the General Assembly for adoption pursuant toresolution 54/126 of 17 December 1999.5The formulation of this article required further consideration.6This article was revised at the informal consultations held during the ninth session of the Ad Hoc Committee andwas recommended by the Chairpersons of the informal consultations to the Ad Hoc Committee for consideration at its tenthsession.7Mexico and the United States questioned the institutional appropriateness of including in the convention languageregarding the designating functions of the Secretary-General. The United States, further, reserved its position on both theprocedural and financial implications of this article. The Russian Federation expressed the view that the question of designationof the Centre for International Crime Prevention would be best handled in the resolution submitting the draftconvention to the General Assembly.
