In considering requests received pursuant to <strong>this</strong> article, the requested Statemay refuse to comply with such requests where there are substantial grounds leadingits judicial or other competent authorities to believe that compliance would facilitatethe prosecution or punishment <strong>of</strong> any person on account <strong>of</strong> his [or her] race,religion, nationality or political opinions, or would cause prejudice for any <strong>of</strong> thosereasons to any person affected by the request.“Opion 2“7. Extradition shall not be granted if the requested State Party has substantialgrounds for believing that a request for extradition has been made for the purpose<strong>of</strong> prosecuting or punishing a person on account <strong>of</strong> his [or her] race, religion,[gender], nationality or political opinion, or that a person’s position may be prejudicedfor any <strong>of</strong> these reasons.“Option 1“8. Cooperation under <strong>this</strong> article or under article(s) [...] may be refused by aState Party if the <strong>of</strong>fence to which the request relates would not be an <strong>of</strong>fence in thecontext <strong>of</strong> criminal organization if committed within its jurisdiction.“Option 2“8. Extradition shall not take place if:“(a) In respect <strong>of</strong> the person whose extradition is requested, criminal proceedingshave been instituted or a judgement rendered by the judicial authorities <strong>of</strong> therequested State Party;“(b) By the date <strong>of</strong> receipt <strong>of</strong> the extradition request the statute <strong>of</strong> limitationsin respect <strong>of</strong> the criminal case has elapsed under the legislation <strong>of</strong> one <strong>of</strong> the States;“(c) The act giving rise to the extradition request is deemed a political <strong>of</strong>fence;“(d) The person whose extradition is requested is under the age <strong>of</strong> 18 years;“(e) The person whose extradition is requested is at risk <strong>of</strong> being subjected topersecution or discrimination on the grounds <strong>of</strong> race, religion, sex, nationality, languageor political convictions;“(f) As at the date <strong>of</strong> receipt <strong>of</strong> the extradition request, the person whose extraditionis requested is a citizen <strong>of</strong> the requested State;“(g) The act giving rise to the extradition request was committed entirely or inpart in the territory <strong>of</strong> the requested State.“[9. For purposes <strong>of</strong> extradition between the States Parties, none <strong>of</strong> the <strong>of</strong>fencesestablished in article(s) [...] [alternatively: none <strong>of</strong> the <strong>of</strong>fences covered by <strong>this</strong>Convention] shall be regarded as a political <strong>of</strong>fence or as an <strong>of</strong>fence connected witha political <strong>of</strong>fence or as an <strong>of</strong>fence inspired by political motives.]“10. States Parties shall endeavour to expedite extradition procedures and tosimplify evidentiary requirements relating thereto in respect <strong>of</strong> any <strong>of</strong>fence to which<strong>this</strong> article applies.“11. Subject to the provisions <strong>of</strong> its domestic law and its extradition treaties,the requested States Parties may, upon being satisfied that the circumstances so war-
