The Ad Hoc Committee considered article 21 of the draft protocol at its eleventhsession. The article was then finalized and approved by the Ad Hoc Committee at itstwelfth session, as amended. The amendment consisted of removal of the square bracketsin paragraph 1, as proposed by the Chairman of the Ad Hoc Committee at its eleventhsession (see A/AC.254/L.281, para. 10). The last amendment is reflected in the final textof the protocol, as included in the report of the Ad Hoc Committee (A/55/383/Add.2,sect. III, draft resolution, annex), that was submitted to the General Assembly for adoptionpursuant to resolutions 54/126 of 17 December 1999 and 55/25 of 15 November 2000.B.
