For the purpose <strong>of</strong> examining the progress made by States Parties in achievingthe implementation <strong>of</strong> the obligations undertaken in the present Protocol, StatesParties shall provide periodic reports to the United Nations Commission on CrimePrevention and Criminal Justice.3This article was included in the previous <strong>version</strong>s <strong>of</strong> the draft protocol (A/AC.254/4/Add.1/Revs.1 and 2) as paragraph14 <strong>of</strong> article 7 (Measures against the smuggling <strong>of</strong> migrants by sea). For the sake <strong>of</strong> clarity, Austria and Italy proposeda new structure <strong>of</strong> chapter II <strong>of</strong> the draft protocol, according to which new articles 7 bis, 7 ter and 7 quater werealso included in chapter II.4The language <strong>of</strong> <strong>this</strong> provision was derived from article 17, paragraph 9, <strong>of</strong> the United Nations Convention againstIllicit Traffic in Narcotic Drugs and Psychotropic Substances <strong>of</strong> 1988 (United Nations, Treaty Series, vol. 1582, No. 27627)and from paragraph 9 <strong>of</strong> the interim measures for combating unsafe practices associated with the trafficking or transport <strong>of</strong>migrants by sea (the interim measures), approved in December 1998 by the Maritime Safety Committee <strong>of</strong> the <strong>International</strong>Maritime Organization (MSC/Circ.896, annex, and also reproduced in <strong>document</strong> A/AC.254/CRP.3).5The language <strong>of</strong> <strong>this</strong> provision was derived from paragraph 10 <strong>of</strong> the interim measures.
