Interpretative notesThe interpretative notes on article 14 <strong>of</strong> the protocol approved by the AdHoc Committee and contained in its report on the work <strong>of</strong> its first to eleventhsessions (see A/55/383/Add.1, paras. 84 and 85) are as follows:Paragraph 1(a) The protocol does not cover the status <strong>of</strong> refugees.(b) This protocol is without prejudice to the existing rights, obligations orresponsibilities <strong>of</strong> States Parties under other international instruments, such asthose referred to in <strong>this</strong> paragraph. Rights, obligations and responsibilities underanother instrument are determined by the terms <strong>of</strong> that instrument and whetherthe State concerned is a party to it, not by <strong>this</strong> protocol. Therefore, any State thatbecomes a party to <strong>this</strong> protocol but is not a party to another international instrumentreferred to in the protocol would not become subject to any right, obligationor responsibility under that instrument.
