At its sixth session, the Ad Hoc Committee discussed article 9 <strong>of</strong> the draft traffickingin persons protocol and decided to reorganize and amend the text <strong>of</strong> <strong>this</strong> provisiontaking into account the parallel discussions on article 12 <strong>of</strong> the draft migrants protocol.For that purpose, it was agreed that changes to the latter provision (see A/AC.254/L.128/Add.2) should be incorporated into article 9 for purposes <strong>of</strong> further discussion. Consequently,the amended paragraph 2 <strong>of</strong> article 9 <strong>of</strong> the draft trafficking in persons protocol,in particular, reflected the revisions to the text <strong>of</strong> article 12, paragraph 2 <strong>of</strong> the draftmigrants protocol that had been incorporated into the text <strong>of</strong> that protocol pursuant to theinstruction <strong>of</strong> the Chairperson, as a result <strong>of</strong> the work <strong>of</strong> an informal working group thatmet at the sixth session <strong>of</strong> the Ad Hoc Committee (see also footnote 4 concerning article 12<strong>of</strong> the migrants protocol in part three). In view <strong>of</strong> the above, the reorganized text <strong>of</strong>article 9 <strong>of</strong> the draft trafficking in persons protocol read as follows:“States Parties shall adopt such measures as may be necessary, in accordance withavailable means:“(a) To ensure that travel or identity <strong>document</strong>s issued by them are <strong>of</strong> such qualitythat they cannot be easily misused and cannot readily be unlawfully altered, replicated,falsified or issued; and“(b) To ensure the integrity and security <strong>of</strong> travel or identity <strong>document</strong>s issued byor on behalf <strong>of</strong> the States Parties and to prevent their unlawful creation, issuance and use.”4. At its eleventh session, the Ad Hoc Committee considered, finalized andapproved article 9, as amended. The last amendments are reflected in the final text <strong>of</strong> theprotocol, as included in the report <strong>of</strong> the Ad Hoc Committee (A/55/383, sect. IV, draftresolution, annex II), that was submitted to the General Assembly for adoption pursuantto resolution 54/126 <strong>of</strong> 17 December 1999.B. Approved text adopted by the General Assembly(see resolution 55/25, annex II)Article 12Security and control <strong>of</strong> <strong>document</strong>sEach State Party shall take such measures as may be necessary, within availablemeans:(a) To ensure that travel or identity <strong>document</strong>s issued by it are <strong>of</strong> suchquality that they cannot easily be misused and cannot readily be falsified or unlawfullyaltered, replicated or issued; and(b) To ensure the integrity and security <strong>of</strong> travel or identity <strong>document</strong>sissued by or on behalf <strong>of</strong> the State Party and to prevent their unlawful creation,issuance and use.
