The Centre for <strong>International</strong> Crime Prevention <strong>of</strong> the Secretariat <strong>of</strong> theUnited Nations shall act as the secretariat <strong>of</strong> the Convention.“2. The functions <strong>of</strong> the secretariat shall be:“(a) To make arrangements for sessions <strong>of</strong> the Conference <strong>of</strong> the Parties to theConvention and to provide services for those sessions as required;“(b) To compile and submit reports to the Conference;“(c) To facilitate assistance to the Parties, particularly developing countryParties, on request, in the compilation and communication <strong>of</strong> information required inaccordance with the provisions <strong>of</strong> the Convention;“(d) To prepare reports on its activities and present them to the Conference;“(e) To ensure the necessary coordination with the secretariats <strong>of</strong> other relevantinternational bodies;“(f) To assist States Parties, upon request, in analysing patterns and trends intransnational organized crime;“(g) To set up a database <strong>of</strong> best practices developed by States Parties for theprevention <strong>of</strong> transnational organized crime;“(h) To establish a network <strong>of</strong> contact persons from States Parties and, whereappropriate, to facilitate the organization <strong>of</strong> meetings for the contact persons;“(i) To promote and facilitate the organization <strong>of</strong> seminars and conferences forother national experts on the prevention <strong>of</strong> transnational organized crime;“(j) To promote or facilitate the development by States Parties <strong>of</strong> internationalpilot projects and, where appropriate, to evaluate the pilot projects.” 31In the context <strong>of</strong> the proposal submitted by Austria for the establishment <strong>of</strong> a conference <strong>of</strong> the parties to the convention(see under article 32 <strong>of</strong> the convention), the inclusion <strong>of</strong> a new article 23 bis in the draft convention was also proposed,to deal with issues relating to the secretariat <strong>of</strong> that conference.2It was noted that the role proposed for the Centre for <strong>International</strong> Crime Prevention would have significant budgetaryimplications and would require careful consideration.3Subparagraphs 2 (f) to (j) <strong>of</strong> <strong>this</strong> article were based on the <strong>version</strong> <strong>of</strong> article 22 proposed by the Netherlands (seeA/AC.254/L.3).279
