States Parties shall provide to and share with each other and with theInternational Criminal Police Organization, as appropriate, relevant scientific and technologicalinformation useful to law enforcement, in order to enhance their ability toprevent, detect and investigate the illicit manufacturing of and trafficking in firearms,ammunition and other related materials and to prosecute the persons involved in thoseactivities.“Option 1“3. Without prejudice to articles 19 and 20 of the Convention, States Partiesshall exchange among themselves [and with the relevant intergovernmental organizations],5 in conformity with their respective domestic laws and treaties applicable tothem, relevant information on matters such as:“(a) Authorized producers, dealers, 6 importers, exporters and, whenever possible,carriers of firearms, ammunition [, explosives] and other related materials;“(b) The means of concealment used in the illicit manufacturing of or traffickingin firearms, ammunition [, explosives] and other related materials, and ways ofdetecting them;“(c) Routes customarily used by criminal organizations 7 engaged in illicit traffickingin firearms, ammunition [, explosives] and other related materials;4South Africa suggested including in this paragraph a reference to the Interpol Weapons and Explosives TrackingSystem as one means of cooperating in tracing (see A/AC.254/5/Add.5).5Addition proposed by Colombia. The United States was of the opinion that there was no need to name all relevantintergovernmental organizations in this article. The Republic of Korea noted that the exchange of information with a certainintergovernmental organization should be based on the agreements between each State and the intergovernmental organizationconcerned and that such an issue should not be dealt with in the protocol.6At the seventh session of the Ad Hoc Committee, the United States proposed adding the word “brokers” at this point,as a consequence of amendments that it had proposed to articles 5 and 18 bis.7At the seventh session of the Ad Hoc Committee, Pakistan proposed replacing the words “criminal organization”with the words “organized criminal group” for consistency with the language of the convention. Several delegations expressedthe view that the wording should not limit the application of this provision to criminal groups.
