Many participants supported the inclusion<strong>of</strong> the phrase “parts and components” because it was consistent with the relevant Economicand Social Council and General Assembly resolutions. Some participants suggested deletingthe phrase “barrel, frame, cylinder or slide” in option 2 <strong>of</strong> subparagraph (f). On the issue <strong>of</strong>accessories, one delegation expressed concern about excluding accessories because they couldbe used to convert a legitimate sporting gun into something more dangerous.Tracing. Although there were no objections to the definition <strong>of</strong> “tracing”, one participantsuggested deleting the phrase “establishing stolen status and proving ownership”. Anotherparticipant suggested adding the word “ammunition” after the word “firearms”. One participantsuggested adding, at the end <strong>of</strong> subparagraph (f) bis, an order to analyse and monitorillegal trafficking.Explosives. One participant suggested retaining the subparagraph on explosives. Followingcomments made by many other participants about the appropriateness <strong>of</strong> the proposal, theChairman suggested that the topic should be dealt with by the Ad Hoc Committee, becausethe mandate to negotiate the proposal did not include explosives.Rolling text (A/AC.254/4/Add.2/Rev.3)“Article 2“Definitions“For the purpose <strong>of</strong> <strong>this</strong> Protocol, the following definitions shall apply:“(a) ‘Ammunition’: the complete round or its components, including cartridgecases, primers, propellant powder, bullets or projectiles that are used in a firearm[provided that those components are themselves subject to authorization in the respectiveState Party]; 20“[(b) ‘Controlled delivery’: the technique <strong>of</strong> allowing illicit or suspect consignments<strong>of</strong> firearms, ammunition and other related materials [or substance substitutedfor them] to pass out <strong>of</strong>, through or into the territory <strong>of</strong> one or more States, with theknowledge and under the supervision <strong>of</strong> the competent authorities, with a view toidentifying persons involved in the commission <strong>of</strong> <strong>of</strong>fences referred to in article 5 <strong>of</strong><strong>this</strong> Protocol;]“(c) ‘Firearm’: 2120At the fifth session <strong>of</strong> the Ad Hoc Committee, some delegations proposed to delete the text to ensure consistencyin the definition at the international level, while some others sought to retain it in order to preserve flexibility at the nationallevel.21The discussion at the fifth session focused on whether the term “firearm” should be defined broadly or narrowly, inthe context <strong>of</strong> three options then before the Ad Hoc Committee: option 1 (original text as previously modified); option 2(proposed by the United Kingdom, see A/AC.254/5/Add.1 and Corr.1); and option 3 (proposed by Japan, see A/AC.254/L.22).Many delegations supported wording that incorporated elements <strong>of</strong> all three <strong>of</strong> the options under discussion. The majorissues were as follows: whether it was appropriate, for reasons related to policy and to the mandate <strong>of</strong> the Ad Hoc Committee,to include other weapons or destructive devices as proposed in subparagraph (c) (ii) <strong>of</strong> <strong>this</strong> article (see below); whether thedefinition should be limited to “portable” or “person-portable” weapons; and whether the reference to antique firearms shouldinclude a reference to national law or should simply refer to the date <strong>of</strong> manufacture. The Netherlands proposed to definethe term broadly and to limit the application <strong>of</strong> certain provisions to “portable” firearms (see A/AC.254/L.70). It was agreedthat a unified text would be prepared and that the language pertaining to unsettled issues would be placed in square brackets.The text <strong>of</strong> subparagraph (c) (i) <strong>of</strong> <strong>this</strong> article combines <strong>this</strong> unified text with proposals made during the fifth session<strong>of</strong> the Ad Hoc Committee.
