Each State Party shall take the necessary measures to establish its jurisdictionover the offences mentioned under articles 3 and 4 where such offence iscommitted in its territory or on board a vessel or aircraft registered in its territory.“2. A State Party may also establish its jurisdiction over any such offence inthe following cases:“(a) Where the alleged offender is a national of that State;“(b) Where the offence is committed to the detriment of [against] that State orone of its nations.“3. This Convention does not preclude the exercise of any or all criminal jurisdictionestablished by a State Party in conformity with its domestic law.“4. The provisions of this article shall not affect obligations relating to the establishmentof jurisdiction over offences in accordance with any other multilateral treaty.“5. Where more than one State Party can claim jurisdiction over an offencementioned under this Convention, the States Parties concerned shall take pains tocoordinate their action efficaciously, especially as regards the conditions of prosecutionand arrangements for mutual legal assistance.“6.
