Each State Party shall take the necessary measures to establish its jurisdictionover the <strong>of</strong>fences mentioned under articles 3 and 4 where such <strong>of</strong>fence iscommitted in its territory or on board a vessel or aircraft registered in its territory.“2. A State Party may also establish its jurisdiction over any such <strong>of</strong>fence inthe following cases:“(a) Where the alleged <strong>of</strong>fender is a national <strong>of</strong> that State;“(b) Where the <strong>of</strong>fence is committed to the detriment <strong>of</strong> [against] that State orone <strong>of</strong> its nations.“3. This Convention does not preclude the exercise <strong>of</strong> any or all criminal jurisdictionestablished by a State Party in conformity with its domestic law.“4. The provisions <strong>of</strong> <strong>this</strong> article shall not affect obligations relating to the establishment<strong>of</strong> jurisdiction over <strong>of</strong>fences in accordance with any other multilateral treaty.“5. Where more than one State Party can claim jurisdiction over an <strong>of</strong>fencementioned under <strong>this</strong> Convention, the States Parties concerned shall take pains tocoordinate their action efficaciously, especially as regards the conditions <strong>of</strong> prosecutionand arrangements for mutual legal assistance.“6.
