Each State Party shall, to the extent necessary, initiate, develop or improvea specific training programme for its law enforcement personnel, including prosecutors,investigating magistrates and customs personnel, and other personnel chargedwith the prevention and control <strong>of</strong> the <strong>of</strong>fences covered by <strong>this</strong> Convention. Suchprogrammes may include secondments and exchanges. Such programmes shall deal,in particular, with the following: 2“(a) Methods used in the prevention, detection and control 3 <strong>of</strong> the <strong>of</strong>fencesestablished in <strong>this</strong> Convention;“(b) Routes and techniques used by persons suspected <strong>of</strong> involvement in<strong>of</strong>fences established in <strong>this</strong> Convention, including in transit States, and appropriatecountermeasures;“(c) Monitoring <strong>of</strong> import and export <strong>of</strong> contraband;“(d) Detection and monitoring <strong>of</strong> the movements <strong>of</strong> proceeds and propertyderived from <strong>of</strong>fences covered by <strong>this</strong> Convention, instrumentalities used in the commission<strong>of</strong> such <strong>of</strong>fences and methods used for the transfer, concealment or disguise<strong>of</strong> such proceeds, property and instrumentalities, and other methods used in combatingmoney-laundering and other financial crimes;“(e) Collection <strong>of</strong> evidence;“(f) Control techniques in free trade zones and free ports;“(g) Modern law enforcement equipment and techniques, including electronicsurveillance, controlled deliveries and undercover operations; and“(h ) Methods used in combating transnational organized crime committedthrough the use <strong>of</strong> computers, telecommunications networks or other forms <strong>of</strong>modern technology.1Several delegations expressed concern about the fact that <strong>this</strong> article did not make reference to the role <strong>of</strong> the UnitedNations in the provision <strong>of</strong> training and technical assistance. A draft paragraph or paragraphs on <strong>this</strong> could be inserted.2It was suggested that the Ad Hoc Committee might wish to consider the establishment, subject to the availability <strong>of</strong>extrabudgetary resources, <strong>of</strong> a database that would include training materials, as well as information concerning availabletraining programmes. It was also noted that <strong>this</strong> task could be carried out by an institute in the Crime Prevention and CriminalJustice Programme network <strong>of</strong> the United Nations.3One delegation expressed concern about the appropriateness <strong>of</strong> <strong>this</strong> term in <strong>this</strong> context.249
