At the fourth session <strong>of</strong> the Ad Hoc Committee, the Special Rapporteur on violenceagainst women, its causes and consequences submitted a position paper in which it wasargued that the present article should provide for mandatory cross-cultural, gender and victimsensitivitytraining for police, criminal justice <strong>of</strong>ficers and pr<strong>of</strong>essionals involved in the criminaljustice system. The Special Rapporteur also proposed that a new paragraph 3 should beinserted in the text <strong>of</strong> the article aiming at prohibiting all measures targeted at preventingand obstructing the voluntary movement <strong>of</strong> citizens on the ground that they might be or havebeen victims <strong>of</strong> trafficking (see A/AC.254/CRP.13). The <strong>International</strong> <strong>La</strong>bour Organizationproposed that effective law enforcement should include training <strong>of</strong> labour inspectors and thejudiciary, as well as relevant actors in civil society, such as legal aid and support organizationsand workers’ and employers’ organizations. It also suggested that national or regionalprogrammes <strong>of</strong> action, including law enforcement measures, should be designed and implementedin consultation with all the relevant government institutions, non-governmentalorganizations and other stakeholders, such as workers’ and employers’ organizations, as wellas private employment/recruitment agencies (see A/AC.254/CRP.14). At the fourth session<strong>of</strong> the Ad Hoc Committee, the Special Rapporteur on the sale <strong>of</strong> children, child prostitutionand child pornography proposed that the phrase “except children, who shall always beconsidered as victims” should be inserted in subparagraph 1 (a) (see A/AC.254/CRP.19).2. At the informal consultations held during the fifth session <strong>of</strong> the Ad HocCommittee, a restructured <strong>version</strong> <strong>of</strong> the draft protocol was submitted by Belgium, Polandand the United States (A/AC.254/5/Add.13), in which the present article was incorporatedas article 7.3. The <strong>version</strong> <strong>of</strong> <strong>this</strong> article contained in <strong>document</strong> A/AC.254/4/Add.3/Rev.2 remainedunchanged in the intermediate drafts <strong>of</strong> the protocol (A/AC.254/4/Add.3/Revs.3 and 4).Rolling text (A/AC.254/4/Add.3/Rev.5)Sixth session: 6-17 December 1999“III.Prevention, cooperation and other measures“Article 7“<strong>La</strong>w enforcement measures“1.
