Part One. Article 32 277(b) Facilitating the exchange <strong>of</strong> information among States Parties on patternsand trends in transnational organized crime and on successful practices forcombating it;(c) Cooperating with relevant international and regional organizations andnon-governmental organizations;(d) Reviewing periodically the implementation <strong>of</strong> <strong>this</strong> Convention;(e) Making recommendations to improve <strong>this</strong> Convention and its implementation.4. For the purpose <strong>of</strong> paragraphs 3 (d) and (e) <strong>of</strong> <strong>this</strong> article, theConference <strong>of</strong> the Parties shall acquire the necessary knowledge <strong>of</strong> the measurestaken by States Parties in implementing <strong>this</strong> Convention and the difficultiesencountered by them in doing so through information provided by them andthrough such supplemental review mechanisms as may be established by theConference <strong>of</strong> the Parties.5. Each State Party shall provide the Conference <strong>of</strong> the Parties with informationon its programmes, plans and practices, as well as legislative and administrativemeasures to implement <strong>this</strong> Convention, as required by the Conference<strong>of</strong> the Parties.C. Interpretative notesThe interpretative notes on article 32 <strong>of</strong> the convention approved by the AdHoc Committee and contained in its report on the work <strong>of</strong> its first to eleventhsessions (see A/55/383/Add.1, paras. 56-58) are as follows:Paragraph 2(a) In developing rules concerning payment <strong>of</strong> its expenses, the conference<strong>of</strong> the parties to the convention should ensure that voluntary contributionsare considered a source <strong>of</strong> funding.Paragraph 3(b) In discharging its tasks, the conference <strong>of</strong> the parties should give dueregard to the need to preserve the confidentiality <strong>of</strong> certain information, given thenature <strong>of</strong> the fight against transnational organized crime.Paragraph 5(c) The conference <strong>of</strong> the parties should take into account the need t<strong>of</strong>oresee some regularity in the provision <strong>of</strong> the information required. In addition,the term “administrative measures” is understood to be broad and to include informationabout the extent to which legislation, policies and other relevant measureshave been implemented.
