States Parties shall cooperate in formulating programmes for the exchange<strong>of</strong> experiences and training among competent <strong>of</strong>ficials and shall provide each otherassistance to facilitate access to equipment or technology proved to be effective inefforts to implement <strong>this</strong> Protocol.“2. States Parties shall cooperate with each other and with [the <strong>International</strong>Criminal Police Organization, as well as other] 8 competent international organizations,as appropriate, to ensure that there is adequate training <strong>of</strong> personnel in their territoriesto prevent, combat and eradicate the illicit manufacturing <strong>of</strong> and traffickingin firearms, ammunition [, explosives] 9 and other related materials. The subjectscovered in such training shall include, inter alia:“(a) Identification and tracing <strong>of</strong> firearms, ammunition [, explosives] 9 and otherrelated materials;“(b) Gathering <strong>of</strong> intelligence, especially concerning the identification <strong>of</strong> personsengaged in the illicit manufacturing <strong>of</strong> and trafficking in firearms, ammunition[, explosives] 9 and other related materials, the methods <strong>of</strong> shipment used and themeans <strong>of</strong> concealment used; and“(c) Improvement <strong>of</strong> the efficiency <strong>of</strong> personnel responsible for searching forand detecting, at conventional and non-conventional points <strong>of</strong> entry and exit, illicitlytrafficked firearms, ammunition[, explosives] 9 and other related materials.”Notes by the Secretariat9. The <strong>version</strong> <strong>of</strong> <strong>this</strong> article contained in <strong>document</strong> A/AC.254/4/Add.2/Rev.1remained virtually unchanged in the intermediate drafts <strong>of</strong> the protocol(A/AC.254/4/Add.2/Revs.2-4). The only difference in the text contained in <strong>document</strong>A/AC.254/4/Add.2/Rev.4 was the deletion <strong>of</strong> the word “explosives” throughout the article,following the decision <strong>of</strong> the Ad Hoc Committee at its seventh session to remove referencesto explosives from the draft protocol after having been informed <strong>of</strong> a legal opinionprovided by the Office <strong>of</strong> Legal Affairs <strong>of</strong> the Secretariat regarding the interpretation <strong>of</strong>General Assembly resolution 54/127 <strong>of</strong> 17 December 1999 (see A/AC.254/25, para. 22;see also note 2 by the Secretariat concerning article 3 <strong>of</strong> the present protocol).10. At the seventh session <strong>of</strong> the Ad Hoc Committee, some delegations expressedthe view that <strong>this</strong> article should be kept in the draft protocol despite there being an identicalprovision in the draft convention.7Although the convention was likely to include a general provision on exchange <strong>of</strong> experience and training, it wasconsidered that it would be useful to include a provision dealing with those issues in <strong>this</strong> protocol. The final form <strong>of</strong> <strong>this</strong>provision would need to take into account the corresponding article(s) in the convention.8Addition proposed by Colombia.9Addition proposed by Mexico (see A/AC.254/5/Add.1 and Corr.1).
