States Parties shall take appropriate measures within their means to provideassistance and protection to victims <strong>of</strong> <strong>of</strong>fences covered by <strong>this</strong> Convention, inparticular in cases <strong>of</strong> threat <strong>of</strong> retaliation or intimidation.“2. States Parties shall establish appropriate procedures to provide access tocompensation and restitution for victims <strong>of</strong> <strong>of</strong>fences covered by <strong>this</strong> Convention.“3. States Parties shall, subject to their domestic laws, enable views and concerns<strong>of</strong> victims to be presented and considered at appropriate stages <strong>of</strong> the criminal proceedingsagainst the <strong>of</strong>fenders in a manner not prejudicial to the rights <strong>of</strong> the defence.”Notes by the Secretariat2. At its eighth session, the Ad Hoc Committee approved article 18 bis withoutamendment (see A/AC.254/28, para. 11). At its tenth session, the Ad Hoc Committee considered,finalized and approved the article, as amended. The last amendments are reflectedin the final text <strong>of</strong> the convention, as included in the report <strong>of</strong> the Ad Hoc Committee(see A/55/383, sect. IV, draft resolution, annex I), that was submitted to the GeneralAssembly for adoption pursuant to resolution 54/126 <strong>of</strong> 17 December 1999.B. Approved text adopted by the General Assembly(see resolution 55/25, annex I)Article 25Assistance to and protection <strong>of</strong> victims1. Interpretative noteThe interpretative note on article 25 <strong>of</strong> the convention approved by the AdHoc Committee and contained in its report on the work <strong>of</strong> its first to eleventhsessions (see A/55/383/Add.1, para. 48) is as follows:While the purpose <strong>of</strong> <strong>this</strong> article is to concentrate on the physical protection<strong>of</strong> victims, the Ad Hoc Committee was cognizant <strong>of</strong> the need for protection<strong>of</strong> the rights <strong>of</strong> individuals as accorded under applicable international law.
