States Parties shall take appropriate measures within their means to provideassistance and protection to victims of offences covered by this Convention, inparticular in cases of threat of retaliation or intimidation.“2. States Parties shall establish appropriate procedures to provide access tocompensation and restitution for victims of offences covered by this Convention.“3. States Parties shall, subject to their domestic laws, enable views and concernsof victims to be presented and considered at appropriate stages of the criminal proceedingsagainst the offenders in a manner not prejudicial to the rights of the defence.”Notes by the Secretariat2. At its eighth session, the Ad Hoc Committee approved article 18 bis withoutamendment (see A/AC.254/28, para. 11). At its tenth session, the Ad Hoc Committee considered,finalized and approved the article, as amended. The last amendments are reflectedin the final text of the convention, as included in the report of the Ad Hoc Committee(see A/55/383, sect. IV, draft resolution, annex I), that was submitted to the GeneralAssembly for adoption pursuant to resolution 54/126 of 17 December 1999.B. Each State Party shall take appropriate measures within its means toprovide assistance and protection to victims of offences covered by thisConvention, in particular in cases of threat of retaliation or intimidation.2. Each State Party shall, subject to its domestic law, enable views andconcerns of victims to be presented and considered at appropriate stages of criminalproceedings against offenders in a manner not prejudicial to the rights of thedefence.C. Interpretative noteThe interpretative note on article 25 of the convention approved by the AdHoc Committee and contained in its report on the work of its first to eleventhsessions (see A/55/383/Add.1, para. 48) is as follows:While the purpose of this article is to concentrate on the physical protectionof victims, the Ad Hoc Committee was cognizant of the need for protectionof the rights of individuals as accorded under applicable international law.
