At its eleventh session, the Ad Hoc Committee considered, finalized and approvedarticle 11, as amended, including the title. It was decided that paragraphs 1 and 2 <strong>of</strong> article10, on information, should be moved to the present article (see note 4 by the Secretariatconcerning article 10 <strong>of</strong> the protocol). Former paragraph 2, as cited above, was moved tothe final text <strong>of</strong> article 11, on border measures (see note 4 by the Secretariat concerningarticle 11 <strong>of</strong> the protocol). Paragraph 3 <strong>of</strong> the final text <strong>of</strong> the article was amended afterconsultations and on the basis <strong>of</strong> the above-mentioned proposals <strong>of</strong> the Holy See and China.The phrase “shall promote or strengthen, as appropriate” in <strong>this</strong> paragraph reflects suggestionsby Mexico and the United Kingdom <strong>of</strong> Great Britain and Northern Ireland. The lastamendments are reflected in the final text <strong>of</strong> the protocol, as included in the report <strong>of</strong> theAd Hoc Committee (A/55/383, sect. IV, draft resolution, annex III), that was submitted tothe General Assembly for adoption pursuant to resolution 54/126 <strong>of</strong> 17 December 1999.B. Approved text adopted by the General Assembly(see resolution 55/25, annex III)Article 15Other prevention measures1. Each State Party shall take measures to ensure that it provides orstrengthens information programmes to increase public awareness <strong>of</strong> the fact thatthe conduct set forth in article 6 <strong>of</strong> <strong>this</strong> Protocol is a criminal activity frequentlyperpetrated by organized criminal groups for pr<strong>of</strong>it and that it poses serious risksto the migrants concerned.2. In accordance with article 31 <strong>of</strong> the Convention, States Parties shallcooperate in the field <strong>of</strong> public information for the purpose <strong>of</strong> preventing potentialmigrants from falling victim to organized criminal groups.3. Each State Party shall promote or strengthen, as appropriate, developmentprogrammes and cooperation at the national, regional and international levels,taking into account the socio-economic realities <strong>of</strong> migration and payingspecial attention to economically and socially depressed areas, in order to combatthe root socio-economic causes <strong>of</strong> the smuggling <strong>of</strong> migrants, such as poverty andunderdevelopment.
