At its eleventh session, the Ad Hoc Committee considered, finalized and approvedarticle 11, as amended, including the title. It was decided that paragraphs 1 and 2 of article10, on information, should be moved to the present article (see note 4 by the Secretariatconcerning article 10 of the protocol). Former paragraph 2, as cited above, was moved tothe final text of article 11, on border measures (see note 4 by the Secretariat concerningarticle 11 of the protocol). Paragraph 3 of the final text of the article was amended afterconsultations and on the basis of the above-mentioned proposals of the Holy See and China.The phrase “shall promote or strengthen, as appropriate” in this paragraph reflects suggestionsby Mexico and the United Kingdom of Great Britain and Northern Ireland. The lastamendments are reflected in the final text of the protocol, as included in the report of theAd Hoc Committee (A/55/383, sect. IV, draft resolution, annex III), that was submitted tothe General Assembly for adoption pursuant to resolution 54/126 of 17 December 1999.B. Approved text adopted by the General Assembly(see resolution 55/25, annex III)Article 15Other prevention measures1. Each State Party shall take measures to ensure that it provides orstrengthens information programmes to increase public awareness of the fact thatthe conduct set forth in article 6 of this Protocol is a criminal activity frequentlyperpetrated by organized criminal groups for profit and that it poses serious risksto the migrants concerned.2. In accordance with article 31 of the Convention, States Parties shallcooperate in the field of public information for the purpose of preventing potentialmigrants from falling victim to organized criminal groups.3. Each State Party shall promote or strengthen, as appropriate, developmentprogrammes and cooperation at the national, regional and international levels,taking into account the socio-economic realities of migration and payingspecial attention to economically and socially depressed areas, in order to combatthe root socio-economic causes of the smuggling of migrants, such as poverty andunderdevelopment.
