At the sixth session <strong>of</strong> the Ad Hoc Committee, it was noted during the deliberationson the draft trafficking in persons protocol that the words “each State Party” and“States Parties” were used interchangeably in the text. The Committee decided to adoptthe term “States Parties” throughout the text. For consistency, the same change was madein the draft migrants protocol, where possible.2. At its eleventh session, the Ad Hoc Committee considered, finalized and approvedthe preamble, as amended. The last amendments are reflected in the final text <strong>of</strong> the protocol,as included in the report <strong>of</strong> the Ad Hoc Committee (A/55/383, sect. IV, draft resolution,annex III), that was submitted to the General Assembly for adoption pursuant toresolution 54/126 <strong>of</strong> 17 December 1999.B. Approved text adopted by the General Assembly(see resolution 55/25, annex III)Protocol against the Smuggling <strong>of</strong> Migrants by <strong>La</strong>nd, Sea and Air,supplementing the United Nations Convention againstTransnational Organized CrimePreambleThe States Parties to <strong>this</strong> Protocol,Declaring that effective action to prevent and combat the smuggling <strong>of</strong>migrants by land, sea and air requires a comprehensive international approach, includingcooperation, the exchange <strong>of</strong> information and other appropriate measures, includingsocio-economic measures, at the national, regional and international levels,Recalling General Assembly resolution 54/212 <strong>of</strong> 22 December 1999, inwhich the Assembly urged Member States and the United Nations system tostrengthen international cooperation in the area <strong>of</strong> international migration anddevelopment in order to address the root causes <strong>of</strong> migration, especially those9One delegation suggested that the preamble should be supplemented with provisions stressing the effects <strong>of</strong> illegaltrafficking or smuggling on national security, as well as the need to strengthen cooperation and coordination between States.
