Preamble 593“Considering the urgent need for all States, especially States that produce, exportand import arms, to take the necessary measures to prevent, combat and eradicate theillicit manufacturing <strong>of</strong> and trafficking in firearms, their parts and components andammunition,” 16“Recalling General Assembly resolution 53/111 <strong>of</strong> 9 December 1998, in whichthe Assembly decided to establish an open-ended intergovernmental ad hoc committeefor the purpose <strong>of</strong> elaborating a comprehensive international convention againsttransnational organized crime and <strong>of</strong> discussing the elaboration <strong>of</strong>, inter alia, an internationalinstrument combating the illicit manufacturing <strong>of</strong> and trafficking in firearms,their parts and components and ammunition,“Convinced that supplementing the United Nations Convention againstTransnational Organized Crime with an international instrument against the illicitmanufacturing <strong>of</strong> and trafficking in firearms, their parts and components and ammunitionwill be useful in preventing and combating those crimes,“Have agreed as follows:”Rolling text (A/AC.254/L.281)Amendments to the proposals made by the Chairman <strong>of</strong> the Ad Hoc Committeeon the Elaboration <strong>of</strong> a Convention against Transnational Organized Crime at itseleventh sessionThe Chairman <strong>of</strong> the Ad Hoc Committee proposed that the existing text <strong>of</strong> thepreamble should be replaced with the following:“The States Parties to the present Protocol,“Aware <strong>of</strong> the urgent need to prevent, combat and eradicate the illicit manufacturing<strong>of</strong> and trafficking in firearms, their parts and components and ammunition, owingto the harmful effects <strong>of</strong> those activities on the security <strong>of</strong> each State, region and theworld as a whole, endangering the well-being <strong>of</strong> peoples, their social and economicdevelopment and their right to live in peace, as well as the destabilizing effects closelylinked to other transnational criminal activities, the high levels <strong>of</strong> crime and violencein many cities and communities and the incidence <strong>of</strong> inter-state conflict,“Convinced that combating the illicit manufacturing <strong>of</strong> and trafficking in firearms,their parts and components and ammunition requires international cooperation, theexchange <strong>of</strong> information and other appropriate measures at the national, regional andglobal levels,“Recalling General Assembly resolution 53/111 <strong>of</strong> 9 December 1998, in whichthe Assembly decided to establish an open-ended intergovernmental ad hoc committeefor the purpose <strong>of</strong> elaborating a comprehensive international convention againsttransnational organized crime and <strong>of</strong> discussing the elaboration <strong>of</strong>, inter alia, an internationalinstrument combating the illicit manufacturing <strong>of</strong> and trafficking in firearms,their parts and components and ammunition,16Addition proposed by Egypt during the preliminary informal discussion <strong>of</strong> the proposal.
