High Explosives and Weapon Operations develops, enhances, and deploys capabilities for the<br />

production <strong>of</strong> high explosive and other energetic components, the requalification <strong>of</strong> weapons<br />

components for assembly, and the assembly and disassembly <strong>of</strong> war reserve nuclear weapons.<br />

Nonnuclear Readiness develops and deploys new capabilities to manufacture electrical, electronic,<br />

electromechanical and other nonnuclear components that synchronize and initiate weapon detonation<br />

when required, while preventing unauthorized and inadvertent activation to enhance weapon surety.<br />

Tritium Readiness maintains the tritium production capability to sustain the nuclear weapons stockpile.<br />

<strong>The</strong> Tritium Readiness subprogram funds all <strong>of</strong> the activities, including the Tritium Extraction Facility<br />

costs, associated with the production <strong>of</strong> tritium to meet all defense program demands for tritium<br />

including production, research and development, and required reserves. <strong>The</strong> subprogram continues<br />

testing and design development and tritium release management activities to increase production<br />

capacity to planned levels.<br />

Advanced Design and Production Technologies develops enterprise-wide technology-based capabilities<br />

that underpin a responsive and agile production complex, applies component manufacturing materials<br />

and techniques across multiple systems, and provides foundational support to ongoing production<br />

operations. Foundational support includes activities for final product acceptance, in-process monitoring<br />

for quality control, establishing integrated manufacture-to-design and vendor qualification systems, and<br />

enterprise resource planning-type systems for production sites.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

<strong>FY</strong> 2010 Accomplishments<br />

Stockpile Readiness<br />

• <strong>The</strong> Microwave furnace to be used for the material recycle and recovery process at Y-12 was<br />

installed after passing the Factory Acceptance Test.<br />

High Explosives and Weapon Operations<br />

• Deployed Advanced High Explosive Gauging Techniques, which addressed acceptance <strong>of</strong> small lots<br />

with minimum product loss and, at the same time, reduced overall manufacturing cycle time and<br />

waste.<br />

• High Explosive Certification, Qualification, and Reacceptance (HECQA) revised the triaminotrinitrobenzene<br />

(TATB) military specifications defined by the joint NNSA/DoD Memorandum <strong>of</strong><br />

Agreement to develop commercial suppliers <strong>of</strong> TATB.<br />

Nonnuclear Readiness<br />

• Deployed Neutron Generator (NG) Testers, which assures neutron generator test capability by<br />

modernizing testers as required to support NG production and shelf-life programs.<br />
