and available for demolition since it also contains depleted uranium manufacturing facilities; ongoing<br />

modernization plans for Y-12 are considering further consolidation <strong>of</strong> non-Special Nuclear Material<br />

(SNM) manufacturing functions and determine the potential for the demolition <strong>of</strong> Buildings 9215 and<br />

9998 as well as the possible reuse <strong>of</strong> Building 9204-2E. Accordingly, NNSA does not intend to<br />

provide funding for the UPF D&D within the Integrated Construction Program Plan (ICPP).<br />

<strong>The</strong> project will meet the requirement to eliminate facilities <strong>of</strong> an equivalent size <strong>of</strong> UPF as required by<br />

the <strong>FY</strong> 2002 <strong>Energy</strong> and Water Development Appropriations Bill conference Report (107-258) by using<br />

Y-12’s “banked excess.” Y-12’s confirmed “banked excess” balance, which was reported July 28, 2010,<br />

is 815,768 square feet. It is anticipated that at the time UPF goes on line the square footage that can be<br />

released for future demolition is twice the square footage <strong>of</strong> the UPF.<br />

10. Acquisition Approach<br />

<strong>The</strong> Management and Operating (M&O) contractor for Y-12 under the leadership and direction <strong>of</strong> the<br />

Y-12 Site Office Federal Project Director and the Federal Integrated Project Team will be responsible<br />

for the execution <strong>of</strong> the project. <strong>The</strong> Office <strong>of</strong> Defense Programs is the responsible NNSA organization.<br />

<strong>The</strong> UPF will be executed under a design-bid-build project delivery system in which the design will be<br />

performed by one or more Architect-Engineers (A-E’s) and construction will be performed by multiple<br />

fixed-price Construction Contractors (CC’s). Both the A-E’s and CC’s will be subcontracted through<br />

the M&O contractor.<br />

To the extent practical, subcontracts for Title I & II design services, and Title III engineering services<br />

will be competitively bid, cost-type subcontracts that are awarded on the basis <strong>of</strong> best value-based to<br />

the Government.<br />

To the extent practical, all construction work and procurements will be accomplished under<br />

competitively bid, fixed-price subcontracts. <strong>The</strong> CC’s will be responsible for execution <strong>of</strong> all<br />

construction including site preparation, building construction, equipment installation and contractor<br />

acceptance testing.<br />

<strong>The</strong> M&O contractor will provide project management, administer the A-E and CC subcontracts, act as<br />

the design authority for UPF systems, provide designated Authorities Having Jurisdiction (AHJ) for<br />

code interpretations, provide technical support to NNSA for the preparation and review <strong>of</strong> NEPA<br />

documentation, prepare construction and operating permit applications, provide technical and<br />

operational support to, and oversight <strong>of</strong> the A-E and CC manager, and be responsible for all<br />

commissioning and start-up activities. <strong>The</strong> M&O contractor may also do limited design and<br />

procurement <strong>of</strong> unique or specialty type equipment. <strong>The</strong> M&O contractor will provide maintenance<br />

support to the CC as required to accomplish tie-ins to existing plant systems and will provide health and<br />

safety oversight <strong>of</strong> the CC and his subcontractors.<br />
