• Commenced negotiations with URENCO countries and France on a nuclear cooperation agreement to<br />

create a legal framework for construction <strong>of</strong> an AREVA enrichment facility in the United States, and<br />

• Supported the entry into force <strong>of</strong> the India Agreement for Cooperation.<br />

Major Outyear Priorities and Assumptions<br />

<strong>The</strong> NIS outyear funding pr<strong>of</strong>ile totals $677,998,000 (<strong>FY</strong> 2013 – <strong>FY</strong> 2016). <strong>The</strong> NIS will place<br />

increasing emphasis on the Next Generation Safeguards Initiative (NGSI), a subprogram designed to<br />

strengthen IAEA safeguards and revitalize the U.S. technical and human capital base that supports them.<br />

<strong>The</strong> activity will address looming gaps in IAEA safeguards through generational improvements in<br />

safeguards technology, recruitment <strong>of</strong> expertise, political and technical analyses <strong>of</strong> issues and<br />

challenges, assistance in implementing safeguards, and collaboration with foreign partners.<br />

<strong>The</strong> NGSI complements related NIS priorities to reduce proliferation risks associated with growing<br />

international interest in the use <strong>of</strong> nuclear power. IAEA safeguards must be credible and effective in<br />

deterring the diversion <strong>of</strong> nuclear materials and reassuring states that peaceful-use commitments are<br />

upheld. Another priority is the development and implementation <strong>of</strong> reliable fuel services as an<br />

alternative to the further spread <strong>of</strong> enrichment and reprocessing capabilities. <strong>The</strong> NIS will work with<br />

other <strong>Department</strong>al elements and U.S. agencies to promote such concepts. Assuring that states adopt<br />

safeguards and security measures in line with the highest international nonproliferation standards is<br />

another priority.<br />

<strong>The</strong> NIS will also support the applied development and evaluation <strong>of</strong> technologies to support U.S. arms<br />

control and nonproliferation initiatives separate from its work associated with NGSI. This will include<br />

advanced radiation measurement technologies that could be applied under the New START Treaty as<br />

well as other technologies for treaty verification, transparency and nonproliferation purposes.<br />

<strong>The</strong> NIS funding pr<strong>of</strong>ile also will provide for activities that prevent and counter WMD proliferation,<br />

including continued support for U.S. efforts to address proliferation by Iran, North Korea, and<br />

proliferation networks, implement nuclear arms reduction and associated agreements, strengthen<br />

international nonproliferation agreements and standards, implement statutory export control and<br />

safeguards requirements, encourage global adherence to and implementation <strong>of</strong> international<br />

nonproliferation requirements, and support high-priority diplomatic initiatives.<br />

<strong>The</strong> table below provides a crosswalk from the <strong>FY</strong> 2011 Budget Structure to the proposed Budget<br />

Structure for <strong>FY</strong> <strong>2012</strong>.<br />
