In <strong>FY</strong> <strong>2012</strong>, the ongoing inactive actinides program will continue to support the treatment,<br />

consolidation and disposition <strong>of</strong> NNSA special nuclear material (SNM) that is no longer required to<br />

support the nuclear security enterprise mission. <strong>The</strong> <strong>FY</strong> <strong>2012</strong> activities will include the ongoing<br />

treatment and disposition <strong>of</strong> NNSA materials currently stored at non-NNSA sites including the<br />

Idaho National Laboratory and Oak Ridge National Laboratory.<br />

Support will be provided to <strong>Department</strong>-level planning activities including the identification <strong>of</strong><br />

material sets with multiple program owners where a centralized and coordinated effort would be<br />

the most efficient and effective means <strong>of</strong> consolidating and dispositioning the material.<br />

Consistent with this effort, the <strong>Department</strong> has transferred programmatic and operational<br />

responsibility for the Nuclear Materials Management and Safeguards System (NMMSS) from the<br />

Office <strong>of</strong> Health, Safety and Security to the NNSA's Office <strong>of</strong> Nuclear Materials Integration.<br />

NMMSS, co-managed and funded with the Nuclear Regulatory Commission, is the national<br />

system for tracking and accounting for source and special nuclear material that is domestically<br />

held and for tracking imports and exports <strong>of</strong> these materials to and from the U.S. <strong>The</strong> <strong>Department</strong><br />

<strong>of</strong> <strong>Energy</strong> share <strong>of</strong> NMMSS funding requirements <strong>of</strong> $2,221,000 is included in the NMI<br />

subprogram starting in <strong>FY</strong> <strong>2012</strong>.<br />

<strong>Energy</strong> Modernization and Investment Program 0 6,651 25,322<br />

<strong>The</strong> <strong>Energy</strong> Modernization and Investment Program (EMIP) implements specific sustainability and<br />

energy-savings projects across the nuclear security enterprise to reduce greenhouse gas emissions,<br />

improve energy and water efficiency <strong>of</strong> enduring assets, improve metering, and support High-<br />

Performance Sustainable Building (HPSB) compliance. <strong>The</strong> EMIP directly supports Executive<br />

Order 13423 Strengthening Federal Environmental, <strong>Energy</strong>, and Transportation Management,<br />

Executive Order 13514, Federal Leadership in Environmental, <strong>Energy</strong> and Economic Performance,<br />

DOE orders, and regulatory requirements. <strong>The</strong> EMIP is a key component <strong>of</strong> NNSA’s energy<br />

management strategy to promote sustainability and reduce energy usage and therefore costs, and<br />

complements other funding mechanisms.<br />

<strong>The</strong> <strong>FY</strong> <strong>2012</strong> EMIP funding supports priority energy conservation projects that will reduce energy<br />

consumption enhance energy independence and security and provide life-cycle cost effective<br />

benefits. Projects that provide the most significant contribution towards achievement <strong>of</strong> NNSA’s<br />

energy goals and result in cost savings will be selected from the EMIP Integrated Prioritized<br />

Project List (IPPL) for execution. Example projects include: energy efficient upgrades to existing<br />

facility and utility systems; water conservation measures; installation <strong>of</strong> advanced meters; and<br />

high-efficiency new systems.<br />
