Major Outyear Priorities and Assumptions<br />

<strong>The</strong> outyear projections for the INMP&C program total approximately $2,339,723,000<br />

(<strong>FY</strong> 2013 – <strong>FY</strong> 2016). <strong>The</strong> Program supports efforts to secure and eliminate vulnerable nuclear<br />

weapons and weapons exploitable materials in Russia and other countries <strong>of</strong> concern and efforts to<br />

prevent and detect the illicit transfer <strong>of</strong> nuclear material. Outyear funding reflects the completion <strong>of</strong><br />

MPC&A post-Bratislava upgrades to warhead and material sites in Russia, security upgrades to address<br />

insider threats, and support for sustainability activities with increased Russian cost sharing to transition<br />

full security maintenance to the Russian Federation. Funding for the SLD program increases as the<br />

program is expanded to include additional land border sites and Megaports in targeted countries <strong>of</strong><br />

strategic interest and in countries where NNSA is working with its <strong>Department</strong> <strong>of</strong> Homeland Security<br />

counterparts to implement requirements <strong>of</strong> the "Implementing Recommendations <strong>of</strong> the 9/11<br />

Commission Act <strong>of</strong> 2007."<br />

To meet the NNSA strategic long-term goal <strong>of</strong> Nuclear Nonproliferation, the INMP&C program<br />

completed MPC&A upgrades in Russia at a total <strong>of</strong> 73 warhead sites at the end <strong>of</strong> calendar year 2008<br />

and plans to: (1) complete upgrades to approximately 229 buildings containing weapons exploitable<br />

nuclear material by the end <strong>of</strong> fiscal year 2013; (2) downblend a total <strong>of</strong> approximately 17 MTs <strong>of</strong> HEU<br />

by the end <strong>of</strong> fiscal year 2015; and (3) install radiation detection equipment at approximately 650 border<br />

crossings around the world and at approximately 100 ports <strong>of</strong> interest in approximately 40 countries by<br />

the end <strong>of</strong> 2018. <strong>The</strong>se results will directly support the goal <strong>of</strong> Nuclear Nonproliferation by providing a<br />

first line <strong>of</strong> defense (securing warheads and weapons exploitable nuclear materials at their source), and a<br />

second line <strong>of</strong> defense (preventing and detecting the illicit transfer <strong>of</strong> nuclear materials).<br />
