Readiness in Technical Base and Facilities (RTBF)<br />

<strong>The</strong> RTBF is the primary NNSA direct infrastructure funding source to enable DSW and Campaigns<br />

supporting responsiveness, sustaining Environment, Safety and Health, providing rearrangements for<br />

production efficiency, and delivering reliable facility, utility, and equipment uptime in support <strong>of</strong><br />

Stockpile Stewardship production missions. <strong>The</strong> RTBF provides continual support <strong>of</strong> fundamental<br />

infrastructure services including facilities management and site planning, maintenance, utilities, capital<br />

equipment, general plant projects, expense funded projects; facility startup and project support;<br />

Environment, Safety and Health and Program Readiness. Specific efforts will be focused on completion<br />

<strong>of</strong> the Supply Chain Management Center and the KCRIMS transformation plan.<br />

Secure Transportation Asset (STA)<br />

<strong>The</strong> KCP is the engineering assembly agency and technical systems integrator for the STA program.<br />

<strong>The</strong> KCP staffs, equips, and operates a Vehicle Maintenance Facility and two Mobile-Electronics<br />

Maintenance Facilities which provide mechanical and electrical services to the STA fleet; performs<br />

preventive maintenance, repairs, and modifications on vehicles, trailers, and communications<br />

equipment; provides mission-ready vehicles and trailers to meet STA operational and training schedules;<br />

maintains the Electronic Systems Depot and serves as the engineering lead for all STA communication<br />

relay stations; manages the Missouri and New Mexico Relay Stations and preventive and corrective<br />

maintenance; provides training-realism support and training simulation systems that maintain Federal<br />

Agent readiness; develops prototypes and First Production Units, when required; staffs, equips, and<br />

operates modification/refurbishment facilities to meet the annual targets for Escort Vehicles, Armored<br />

Tractors, Safeguard Transporters, and other transport systems; and provides integrating business<br />

services (quality assurance, secure web, graphics, and document management).<br />

Nuclear Counterterrorism Incident Response (NCTIR)<br />

<strong>The</strong> NCTIR activities at KCP involve assistance in providing operations and capabilities to Federal,<br />

state and local government agencies for responding to radiological accidents and incidents. This effort<br />

includes special purpose equipment for the program including the Render Safe program.<br />

Facilities and Infrastructure Recapitalization Program (FIRP)<br />

<strong>The</strong> KCRIMS has allowed redirection <strong>of</strong> FIRP resources to other critical priorities. <strong>The</strong> Kansas City<br />

Site Office will continue to manage the NNSA’s Ro<strong>of</strong> Asset Management Program (RAMP), a best<br />

business practice employed throughout the nuclear security enterprise. Under the RAMP, KCP<br />

contracts for an integration manager to oversee an economical ro<strong>of</strong> repair program for all eight nuclear<br />

weapons sites. In 2010, the RAMP was cited in the Secretary <strong>of</strong> <strong>Energy</strong>’s directive on cool ro<strong>of</strong>s as a<br />

model for effective ro<strong>of</strong>ing management practices for all <strong>of</strong> DOE.<br />

Site Stewardship<br />

In <strong>FY</strong> <strong>2012</strong>, Site Stewardship efforts will be directed toward Environmental Project and Operations<br />

Long Term Stewardship (LTS) activities required for ensuring environmental regulatory compliance.<br />

<strong>The</strong> LTS program at the Kansas City Plant consists <strong>of</strong> activities necessary to maintain compliance with<br />

the restoration <strong>of</strong> 43 release sites. <strong>The</strong> LTS activities include but are not limited to, administration <strong>of</strong><br />

implemented cleanup actions at NNSA sites, operations and maintenance <strong>of</strong> treatment and monitoring<br />

systems required under KCP’s Resource Conservation and Recovery Act (RCRA) Post Closure Permit<br />
