• Regional Analysis and<br />

<strong>The</strong> Regional Analysis and Engagement activity supports implementation <strong>of</strong> Presidentialdirected<br />

or <strong>Congressional</strong>ly-mandated nonproliferation and international security requirements<br />

stemming from high-level nonproliferation initiatives, agreements and treaties. Specifically, the<br />

activity conducts policy and technical analysis on urgent national security issues, strategic<br />

engagement, proliferation trends in regions <strong>of</strong> concern, and options to strengthen international<br />

mechanisms for preventing proliferation. This includes funding research and engagement<br />

activities by non-governmental organizations and institutes <strong>of</strong> higher learning that support<br />

NNSA’s mission and policy requirements. Examples <strong>of</strong> this work include analysis <strong>of</strong> regional<br />

nuclear fuel cycle growth and engagement <strong>of</strong> technical experts in a dialogue on nonproliferation<br />

infrastructure requirements for emerging and existing nuclear power programs. <strong>The</strong> activity<br />

continues to provide for unexpected, unplanned responses to requirements <strong>of</strong> an immediate<br />

nature based on U.S. national security needs. Examples <strong>of</strong> unforeseen activities in the past have<br />

included: providing technical and policy support to U.S. delegations to the Six-Party Talks<br />

denuclearization and energy assistance working groups; analysis <strong>of</strong> procurement associated<br />

with the emergence <strong>of</strong> proliferation networks; and dismantlement and removal <strong>of</strong> nuclear<br />

materials from clandestine WMD programs.<br />

In <strong>FY</strong> <strong>2012</strong>, the activity will conduct policy studies/analyses undertaken by National<br />

Laboratories, non-government organizations, or institutes <strong>of</strong> higher learning in support <strong>of</strong> the<br />

<strong>Department</strong>’s implementation <strong>of</strong> high-level nonproliferation initiatives. In addition, the activity<br />

will provide policy and technical analyses <strong>of</strong>, and responses to, emerging and immediate<br />

nonproliferation and counter-proliferation security issues including the global expansion <strong>of</strong><br />

nuclear energy and evolution <strong>of</strong> the nuclear fuel cycle.<br />

• Multilateral Supplier<br />

Policy 0 0 3,893<br />

<strong>The</strong> Multilateral Supplier Policy activity provides technical and policy support to U.S.<br />

Government diplomacy within the Nuclear Suppliers Group (NSG) and the NPT Exporters’<br />

(Zangger) Committee, the Missile Technology Control Regime (MTCR), the Australia Group<br />

(AG) and the Wassenaar Arrangement. <strong>The</strong> activity draws on the unparalleled technical<br />

expertise in the national laboratories. This activity develops timely and topical analyses <strong>of</strong><br />

WMD proliferation risk and programs <strong>of</strong> concerns, identifying export control vulnerabilities<br />

and critical technology needs <strong>of</strong> countries <strong>of</strong> proliferation concern (choke-points). In <strong>FY</strong> <strong>2012</strong><br />

the activity will continue to lead the U.S. effort to conduct a fundamental review <strong>of</strong> the NSG<br />

control list to ensure it adequately reflects the latest technology developments in the nuclear<br />

fuel-cycle and dual-use technology.<br />
