Secure Transportation Asset (STA)<br />

<strong>The</strong> Y-12 National Security Complex directly supports the safety, security, and timeliness <strong>of</strong> STA’s<br />

convoy missions by ensuring the readiness and reliability <strong>of</strong> the vehicle and trailer fleet and by<br />

supporting a base <strong>of</strong> operations for the Federal Agents who execute the convoys. <strong>The</strong> Y-12 staffs,<br />

equips, and operates a Vehicle Maintenance Facility and a Mobile-Electronics Maintenance Facility,<br />

which provide mechanical and electrical services to Escort Vehicles, Armored Tractors, and Safeguard<br />

Transporters.<br />

Facilities and Infrastructure Recapitalization Program (FIRP)<br />

<strong>The</strong> facility conditions <strong>of</strong> Y-12 are noticeably improved due in large measure to the aggressive<br />

execution <strong>of</strong> the Facilities and Infrastructure Recapitalization Program. <strong>The</strong> FIRP at Y-12 has<br />

established a deferred maintenance reduction program focused on mission facilities and infrastructure<br />

projects that directly support DSW, Campaigns, and modernization <strong>of</strong> the enterprise. In <strong>FY</strong> <strong>2012</strong>,<br />

recapitalization projects will address deficiencies in electrical, HVAC, utility, and specialty systems<br />

across the site. <strong>The</strong> FIRP at Y-12 will also continue to participate in the nuclear security enterprise Ro<strong>of</strong><br />

Asset Management Program (RAMP) to correct priority deficiencies and extend the life <strong>of</strong> the site’s<br />

ro<strong>of</strong>ing assets.<br />

Site Stewardship<br />

In <strong>FY</strong> <strong>2012</strong>, Site Stewardship efforts will be directed toward reducing/consolidating SNM inventories<br />

and <strong>Energy</strong> Modernization and Investment Program activities aimed at achieving <strong>Department</strong>al energy<br />

efficiency goals. <strong>The</strong> <strong>2012</strong> EMIP activities support priority energy conservation projects that will<br />

reduce energy consumption, enhance energy independence and security and provide life-cycle cost<br />

effective benefits. Projects that provide the most significant contribution towards achievement <strong>of</strong><br />

NNSA’s energy goals and result in cost savings and social benefits will be selected from the EMIP<br />

Integrated Prioritized Project List (IPPL) for execution.<br />

Defense Nuclear Security<br />

<strong>The</strong> Defense Nuclear Security program at Y-12 National Security Complex provides site protection<br />

measures consistent with protection requirements documented in the facility Site Safeguards and<br />

Security Plan (SSSP). In <strong>FY</strong> <strong>2012</strong>, activities will focus on execution <strong>of</strong> the 2008 Graded Security<br />

Protection (GSP) policy implementation plan, including consolidation <strong>of</strong> SNM, adding protective force<br />

posts and redeploying protective force personnel, implement new vehicle delay measures, and other<br />

interim barrier features. <strong>The</strong> Y-12 Defense Nuclear Security Program will continue to focus on<br />

improving the efficiency <strong>of</strong> the security program, including modernization <strong>of</strong> the security infrastructure<br />

and implementation <strong>of</strong> technology upgrades.<br />

Cyber Security<br />

<strong>The</strong> Cyber Security program at the Y-12 National Security Complex is administered by the Y-12 Site<br />

Office. <strong>The</strong> Cyber Security program implements a flexible, comprehensive, and risk-based program that<br />

(a) protects the NNSA information and information assets; (b) is predicated on Executive Orders,<br />

national standards, laws and regulations, <strong>Department</strong>al and NNSA orders, manuals, directives, and<br />

guidance; and (c) results in a policy-driven cyber security architecture aligned with the NNSA enterprise<br />

architecture, a programmatic framework and methodology that is based on current policies and<br />

procedures, a management approach that integrates all <strong>of</strong> the components <strong>of</strong> a comprehensive cyber<br />
