Mission<br />

Naval Reactors is responsible for all naval nuclear propulsion work, beginning with reactor technology<br />

development, continuing through reactor operation, and ending with reactor plant disposal. <strong>The</strong><br />

Program ensures the safe and reliable operation <strong>of</strong> reactor plants in nuclear-powered submarines and<br />

aircraft carriers (constituting 40 percent <strong>of</strong> the Navy’s combatants), and fulfills the Navy’s requirements<br />

for new nuclear propulsion plants that meet current and future national defense requirements.<br />

Benefits<br />

<strong>The</strong> National Nuclear Security Administration (NNSA) is working to provide the U.S. Navy with<br />

nuclear propulsion plants that are capable <strong>of</strong> responding to the challenges <strong>of</strong> the 21 st century security<br />

environment.<br />

Naval Reactors' corporate performance measures, by providing accountability for miles steamed on<br />

nuclear power and program operations with no adverse effects on people or the environment, directly<br />

contribute to the NNSA strategy to design and develop Navy integrated nuclear propulsion systems to<br />

support national security in a environmentally safe and militarily effective manner.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

Major Outyear Priorities and Assumptions<br />

<strong>The</strong> outyear requirements for Naval Reactors total $5,566,195,000 (<strong>FY</strong> 2013-<strong>FY</strong> 2016). This level <strong>of</strong><br />

funding supports Naval Reactors’ continued achievement <strong>of</strong> its core objective <strong>of</strong> ensuring the safe and<br />

reliable operation <strong>of</strong> the Nation’s Nuclear Fleet. This includes providing proper maintenance and safety<br />

oversight, as well as addressing emergent operational issues and technology obsolescence, for<br />

72 submarines, 11 aircraft carriers, and four research and development and training platforms,<br />

constituting 104 reactor plants. This level <strong>of</strong> funding also supports Naval Reactor’s continued<br />

achievement <strong>of</strong> ongoing new plant design projects (i.e., reactor plant for the GERALD R. FORD-class<br />

aircraft carrier and alternative lower-cost core for VIRGINIA-class submarines), as well as continued<br />

achievement <strong>of</strong> its legacy responsibilities such as ensuring proper storage <strong>of</strong> naval spent nuclear fuel,<br />

prudent recapitalization <strong>of</strong> aging facilities, and cleanup <strong>of</strong> environmental liabilities. In addition, the<br />

following transfers from the <strong>Department</strong> <strong>of</strong> Defense to Naval Reactors will occur in the corresponding<br />

budget year: <strong>FY</strong> 2013, $5.7 million; <strong>FY</strong> 2014, $1.7 million; and <strong>FY</strong> 2015, $0.4 million. <strong>The</strong>se<br />

allocations represent DoD’s support for the Expended Core Facility M-290 Receiving/Discharge Station<br />

line-item construction project.<br />
