available and support enhancements <strong>of</strong> NNSA capabilities. Through such joint planning the science and<br />

engineering activities within NNSA can be tuned to give value to a greater range <strong>of</strong> national interests.<br />

Specific funding for joint activities is currently small and aimed at technical issues that clearly advance<br />

program goals <strong>of</strong> all <strong>of</strong> the participants. <strong>The</strong> emphasis on cross-cutting projects will grow in future<br />

years. NNSA is currently participating in Cross-Cutting Initiatives: Exascale Computing and Materials<br />

for Extreme Nuclear Technology Environment.<br />

Infrastructure<br />

<strong>The</strong> <strong>FY</strong> <strong>2012</strong> Request for Infrastructure (Readiness in Technical Base and Facilities, Secure<br />

Transportation Asset, Facilities and Infrastructure Recapitalization Program, and Site Stewardship)<br />

continues significant efforts to meet Administration and Secretarial priorities for infrastructure with the<br />

following emphases:<br />

• Bringing the plutonium and uranium manufacturing infrastructure up to modern safety and security<br />

standards;<br />

• Ensuring environmental compliance and energy and operational efficiency throughout the nuclear<br />

security enterprise, while modernizing, streamlining, consolidating, and sustaining the stewardship<br />

and vitality <strong>of</strong> the sites, and<br />

• Reducing the deferred maintenance backlog for critical facilities that will not be replaced.<br />

<strong>The</strong> <strong>FY</strong> <strong>2012</strong> budget sustains the investment in construction <strong>of</strong> replacement plutonium research and<br />

uranium manufacturing facilities. Current plutonium research and uranium manufacturing facilities<br />

(Chemistry and Metallurgy Research facility at Los Alamos National Laboratory and Building 9212 at<br />

Y-12 respectively) have significant safety concerns that have been identified by the Defense Nuclear<br />

Facilities Safety Board and others, and these facilities need to be closed at the earliest feasible date.<br />

Until that time, continued operation requires stringent administrative and safety control measures, which<br />

affect the efficiency and cost <strong>of</strong> operations.<br />

<strong>The</strong> NNSA will continue to oversee and maintain the physical plant infrastructure at government-owned,<br />

contractor-operated laboratories, NNSS, and production plants, according to applicable statutes, laws,<br />

agreements, and standards. <strong>The</strong> NNSA is continuing to improve its ability to provide insight and<br />
