management. In late <strong>FY</strong> 2010, funds were provided to repair/replace the Outfall 002 pipeline in<br />

accordance with the RCRA Permit due to potential contamination and integrity issues associated with<br />

the pipeline in <strong>FY</strong> 2011.<br />

Defense Nuclear Security<br />

<strong>The</strong> Defense Nuclear Security program at KCP provides all aspects <strong>of</strong> physical security protection for<br />

the plant consistent with applicable DOE Orders and requirements documented in its approved facility<br />

Master Security Plan. In <strong>FY</strong> <strong>2012</strong>, KCP will focus on improving the efficiency <strong>of</strong> the security program,<br />

including modernization <strong>of</strong> the security infrastructure and implementation <strong>of</strong> technology upgrades to<br />

reduce the need for protective force posts and patrols. <strong>The</strong> KCRIMS is central to this goal.<br />

Cyber Security<br />

<strong>The</strong> NNSA Cyber Security program implements a flexible, comprehensive, and risk-based cyber<br />

security program that (a) protects NNSA information and information assets; (b) is predicated on<br />

Executive Orders; national standards; laws and regulations; <strong>Department</strong>al and NNSA orders, manuals,<br />

directives and guidance; and (c) results in a policy-driven cyber security architecture; aligned with the<br />

NNSA Enterprise architecture; a programmatic framework and methodology that is based on current<br />

policies and procedures; and a management approach that integrates all <strong>of</strong> the components <strong>of</strong> a<br />

comprehensive cyber security program; ensures alignment <strong>of</strong> the program with the NNSA and<br />

<strong>Department</strong>al strategic plans and relevant plans <strong>of</strong> the Chief Information Officer.<br />

<strong>The</strong> Cyber Security program at KCP will continue improvement efforts for the risk-based assessment<br />

model. <strong>The</strong> KCP will develop and deploy intrusion detection technology, which will provide timely<br />

notification <strong>of</strong> potential intrusions. Also, KCP will implement standards for maintaining a consistent<br />

site computing infrastructure.<br />

Nonproliferation and International Security<br />

<strong>The</strong> KCP provides Nuclear Safeguards and Security with reviews <strong>of</strong> export controlled equipment,<br />

materials, s<strong>of</strong>tware, and analytical tools and technical references for use in developing recommendations<br />

on U.S. export license applications, including weapons <strong>of</strong> mass destruction (WMD) training to the<br />

<strong>Department</strong> <strong>of</strong> Homeland Security and other enforcement agencies. Also, for the Nuclear Controls,<br />

KCP provides instructors, curriculum development and other support to export control outreach. In<br />

addition, KCP engages former WMD scientists and engineers in civilian activity, redirecting their<br />

expertise to peaceful purposes and integrating them into the larger international scientific and business<br />

communities.<br />
