INTRODUCTION:<br />

Site Description<br />

<strong>The</strong> Brookhaven National Laboratory (BNL) is not a National Nuclear Security Administration (NNSA)<br />

managed site. <strong>The</strong> Office <strong>of</strong> Science is the site landlord for the <strong>Department</strong> <strong>of</strong> <strong>Energy</strong>. However,<br />

significant NNSA work is conducted at the site.<br />

ACTIVITIES:<br />

Nuclear Counterterrorism Incident Response<br />

<strong>The</strong> Nuclear Counterterrorism Incident Response Radiological Assistance Program (RAP) at<br />

Brookhaven is the largest Regional Response Coordinator for first response radiological assistance to<br />

protect the health and safety <strong>of</strong> the public and the environment. In <strong>FY</strong> <strong>2012</strong>, the RAP will focus on<br />

emergency response training, joint participation drills, exercises and support.<br />

Nonproliferation and Verification Research and Development<br />

<strong>The</strong> BNL Nonproliferation and Verification R&D program develops radiation detection, scientific<br />

foundations, and instrumentation to improve the technical foundations <strong>of</strong> radiation detection through<br />

demonstrations <strong>of</strong> advanced concepts and systems to detect and track fissile materials.<br />

Nonproliferation and International Security (NIS)<br />

<strong>The</strong> BNL-NIS program supports international safeguards technology assessment, policy support and<br />

nonproliferation assessment. In addition, the NIS program helps create business opportunities for<br />

displaced weapons workers and engages former WMD scientists and engineers in civilian activity,<br />

redirecting their expertise to peaceful purposes and integrating them into the larger international<br />

scientific and business communities. Additionally, the BNL-NIS program provides support for the U.S.<br />

Support Program to IAEA Safeguards, the development <strong>of</strong> nuclear transparency measures, and USG<br />

efforts to prepare for denuclearization and verification efforts in North Korea and other proliferating<br />

countries. <strong>The</strong> BNL-NIS also provides administrative support to NGSI human capital development<br />

efforts.<br />

International Nuclear Materials Protection and Cooperation (MPC&A)<br />

<strong>The</strong> INMP&C program at BNL provides experience in the design and implementation <strong>of</strong> MPC&A<br />

upgrades on Russian facilities by virtue <strong>of</strong> their actual work at such facilities and by their involvement<br />

with developing MPC&A approaches for such facilities. <strong>The</strong> BNL provides experience in contracting<br />

with various Russian vendors, including government-run institutes, and contracts all <strong>of</strong> the down<br />

blending activities for material conversion and consolidation. Also, the BNL provides support in the<br />

development and delivery <strong>of</strong> MPC&A training courses, as well as support for the Material Control and<br />

Accountability Measurements Project. <strong>The</strong> BNL is the lead laboratory that provides support for the<br />

MPC&A Operations Monitoring Project, the Technical Survey Team Project, the Insider Threat Review<br />

Project, and for the Project Planning and Effectiveness Project.<br />
