<strong>The</strong> <strong>FY</strong> <strong>2012</strong> funding will continue to support U.S. technical oversight <strong>of</strong> work in Russia<br />

associated with the disposition <strong>of</strong> surplus Russian weapon-grade plutonium in the BN-600 and<br />

BN-800 fast reactors as well as the research and development <strong>of</strong> the GT-MHR technology.<br />

Funding will be used to continue with DOE contractual management and oversight <strong>of</strong> the<br />

Russian plutonium disposition program and research and development <strong>of</strong> the GT-MHR. In<br />

addition, these funds will support the implementation <strong>of</strong> a monitoring and inspection (M&I)<br />

regime in Russia and the U.S. verifying that both countries are disposing <strong>of</strong> 34 MT <strong>of</strong> surplus<br />

weapon-grade plutonium, and support negotiations among the U.S., Russia, and the International<br />

Atomic <strong>Energy</strong> Agency (IAEA) on M&I issues.<br />

This current assumption is that uncosted carryover balances from <strong>FY</strong> 2011 will be used to<br />

continue activities in <strong>FY</strong> <strong>2012</strong>. However, if the $100,000,000 Request is not fully appropriated,<br />

this strategy may have to be revisited. <strong>The</strong> following major activities are planned: modifying<br />

the existing BN-600 MOX fuel fabrication facility at the Research Institute for Atomic Reactors<br />

(RIAR), fabricating and installing non-plutonium breeding assemblies in the BN-600 to replace<br />

the plutonium breeding blanket assemblies, modifying the BN-600 reactor so it can be used to<br />

irradiate MOX fuel, modifying facilities to fabricate MOX fuel for the BN-800, and<br />

implementing an M&I regime at Russian disposition facilities to provide confidence that Russia<br />

is disposing <strong>of</strong> 34 MT <strong>of</strong> surplus weapon-grade plutonium.<br />

<strong>The</strong> <strong>FY</strong> <strong>2012</strong> request will support research and development (R&D) <strong>of</strong> the GT-MHR in Russia<br />

including fabrication and testing <strong>of</strong> particle nuclear fuels and testing <strong>of</strong> vertical turbo machine<br />

components. Funds used for the GT-MHR are not part <strong>of</strong> the $400,000,000 U.S. contribution.<br />
