4. Project Description, Justification, and Scope<br />

<strong>The</strong> <strong>Department</strong> <strong>of</strong> <strong>Energy</strong> (DOE) signed an Order <strong>of</strong> Consent (“Consent Order”) with the State <strong>of</strong> New<br />

Mexico, effective on March 1, 2005. <strong>The</strong> Consent Order requires DOE to complete a “Fence-to-Fence”<br />

cleanup <strong>of</strong> the Los Alamos National Laboratory (LANL) by December 29, 2015. “Fence-to-Fence”<br />

means removal and/or remediation <strong>of</strong> contaminants that reside in the environment at LANL. As part <strong>of</strong><br />

the Consent Order, the State <strong>of</strong> New Mexico has identified four Material Disposal Areas (MDAs) in<br />

TA-54. <strong>The</strong> current set <strong>of</strong> Transuranic (TRU) waste storage and process facilities resides in MDA G.<br />

<strong>The</strong> MDA G will undergo a phased closure, consistent with the Consent Order, to be completed by<br />

December 29, 2015. It will not be feasible, practical, or realistic to attempt to keep the TRU facilities<br />

operational in the midst <strong>of</strong> Area G closure activities. <strong>The</strong>refore, the TRU waste management capability<br />

must be reconstituted at a location outside <strong>of</strong> the closure boundaries. Closure <strong>of</strong> MDA G is scheduled to<br />

start in <strong>FY</strong> 2013 and must be completed by December 29, 2015. <strong>The</strong> replacement capability will be<br />

used for handling future Defense Programs newly generated waste.<br />

Phase A: Infrastructure and Site Improvements Scope<br />

<strong>The</strong> scope will be limited to construction <strong>of</strong> site utilities to prepare the selected site for the construction<br />

<strong>of</strong> the staging and characterization facilities. Construction <strong>of</strong> the new facilities requires the site to obtain<br />

a Resource Conservation and Recovery Act (RCRA) permit from the State <strong>of</strong> New Mexico<br />

Environmental Division. Applying for the RCRA permit requires a detailed design <strong>of</strong> the site<br />

infrastructure, which involves site surveys, grading, and extending utility lines from the existing services<br />

for tie-in to the new building.<br />

<strong>FY</strong> <strong>2012</strong> activities include completion <strong>of</strong> the final design and start <strong>of</strong> construction.<br />
