<strong>Energy</strong> Modernization and Investment Program promotes the sustainability <strong>of</strong> NNSA’s enduring<br />

facilities and infrastructure and enhances National Security by funding discrete projects across the<br />

enterprise that: reduce greenhouse gas (GHG) emissions, increase energy and water efficiency, improve<br />

metering, and support High-Performance Sustainable Building (HPSB) compliance in accordance with<br />

regulatory requirements, e.g., <strong>Energy</strong> Policy Act, <strong>Energy</strong> Independence and Security Act, Executive<br />

Orders 13423 and 13514, and DOE Order 430.2B. <strong>The</strong> program’s projects help NNSA save on energy<br />

usage and cost.<br />

Assuming approval <strong>of</strong> CD-0, Approval <strong>of</strong> Mission Need in <strong>FY</strong> 2011, the <strong>FY</strong> <strong>2012</strong> funding request for<br />

EMIP would also support $3,000,000 in conceptual design activities for recapitalization or replacement<br />

<strong>of</strong> the NNSA Service Center Facility residing at Kirtland Air Force Base, Albuquerque, New Mexico.<br />

<strong>The</strong> current energy and maintenance intense facility will be replaced with a state <strong>of</strong> the art<br />

environmentally sustainable facility.<br />

Construction supports energy efficiency and site utility upgrade projects. In <strong>FY</strong> 2011, the Sanitary<br />

Effluent Reclamation Facility (SERF) Expansion at the Los Alamos National Laboratory (LANL) will<br />

recycle up to 115 million gallons <strong>of</strong> water annually to avoid discharging to the15 permitted outfall points<br />

to meet new EPA limits and reduce total site water usage by that amount per year. <strong>The</strong> Electrical<br />

Infrastructure Sustainment and Modernization Project at Y-12 is scheduled to begin in <strong>FY</strong> 2013, and<br />

additional future projects will be indentified and prioritized at each <strong>of</strong> the sites across the nuclear<br />

security enterprise. <strong>The</strong>se projects will address environmental compliance and energy and operational<br />

efficiency.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

<strong>FY</strong> 2010 Accomplishments<br />

Nuclear Materials Integration<br />

• <strong>The</strong> Nuclear Materials Integration effort to remove, by the end <strong>of</strong> <strong>2012</strong>, security category I/II material<br />

from Lawrence Livermore National Laboratory (LLNL) remains on schedule with 80 percent <strong>of</strong><br />

material packaged and prepared for removal from the LLNL site.<br />

• Surplus Highly Enriched Uranium (HEU) from decommissioned Sandia National Laboratories and<br />

Army Proving Ground reactors was consolidated and sent to the Savannah River Site to be downblended<br />

and subsequently made into fuel for commercial nuclear power reactors.<br />

• Acquired 28 Tons <strong>of</strong> high quality heavy water from the <strong>Department</strong> <strong>of</strong> Defense (DoD). In addition to<br />

relieving DoD <strong>of</strong> the cost <strong>of</strong> disposing <strong>of</strong> material it no longer needed, this acquisition enables NNSA<br />

to establish a reserve and defer the need to establish a capability to produce new material.<br />
