4. Project Description, Justification, and Scope<br />

This project provides for Architect-Engineering (A-E) services for National Nuclear Security<br />

Administration (NNSA) construction projects, allowing designated projects to proceed from conceptual<br />

design into preliminary design and final design. <strong>The</strong> design effort will be sufficient to assure project<br />

feasibility, define the scope, provide detailed estimates <strong>of</strong> construction costs based on the approved<br />

design and working drawings and specifications, and provide construction schedules, including<br />

procurements. <strong>The</strong> designs will be extensive enough to establish performance baselines and to support<br />

construction or long-lead procurements in the fiscal year in which line item construction funding is<br />

requested and appropriated.<br />

Conceptual design studies are prepared for each project using Operations and Maintenance (O&M)<br />

funds prior to receiving design funding under a PED line item. <strong>The</strong>se conceptual design studies define<br />

the scope <strong>of</strong> the project and produce a rough cost estimate and schedule.<br />

<strong>The</strong> PED design projects are described below. While not anticipated, some changes may occur due to<br />

continuing conceptual design studies or developments occurring after submission <strong>of</strong> this data sheet.<br />

<strong>The</strong>se changes will be reflected in subsequent years. Preliminary estimates for the cost <strong>of</strong> preliminary<br />

and final design and engineering efforts for each subproject are provided. <strong>The</strong> final TEC and the Total<br />

Project Cost (TPC) for the project described below will be validated and the Performance Baseline will<br />

be established at Critical Decision 2 (CD-2), following completion <strong>of</strong> preliminary design.<br />

Funds appropriated under this data sheet may be used to provide independent assessments <strong>of</strong> the<br />

planning and execution <strong>of</strong> this project.<br />

<strong>The</strong> project is being conducted in accordance with the project management requirements in DOE<br />

O 413.3B, Program and Project Management for the Acquisition <strong>of</strong> Capital Assets, and all appropriate<br />

project management requirements have been met or will be met.<br />
