<strong>The</strong> Navy Complex program element was established to improve security <strong>of</strong> Russian Navy warhead<br />

and weapons exploitable material by installing improved security systems at Russian Navy nuclear<br />

warhead sites, Russian Navy Highly Enriched Uranium (HEU) fuel storage facilities (fresh and<br />

damaged fuel), and shipyards where nuclear materials are present. <strong>The</strong>se sites include a total <strong>of</strong><br />

47 sites: 39 Russian Navy nuclear warhead sites and 8 Russian Navy fuel and other nuclear material<br />

storage sites.<br />

Comprehensive upgrades were completed at all 8 Navy fuel and other nuclear material storage sites in<br />

<strong>FY</strong> 2004. No new work is planned at those sites; however, sustainability and training efforts will<br />

continue for 7 <strong>of</strong> these sites to ensure that the equipment provided is effective in protecting the<br />

material. In addition, retr<strong>of</strong>it <strong>of</strong> MPC&A equipment at the end <strong>of</strong> its service life will be performed at<br />

1 site, and upgrades to address insider threats will be completed at another site.<br />

<strong>The</strong> INMP&C program completed MPC&A upgrades at the final 2 Russian Navy nuclear warhead sites<br />

in <strong>FY</strong> 2006 (increasing the total Navy warhead sites secured with either completed rapid and/or<br />

comprehensive upgrades) to 39 sites. In <strong>FY</strong> <strong>2012</strong>, INMP&C will provide: (1) sustainability support<br />

such as training and site level maintenance <strong>of</strong> installed MPC&A upgrades to 12 <strong>of</strong> these 39 sites which<br />

meet interagency requirements for such support; (2) nuclear detection at closed city entrances,<br />

including security upgrades to one checkpoint and sustainability support to 3 checkpoints with<br />

previously installed security upgrades; (3) support for personnel reliability programs; (4) replacement<br />

<strong>of</strong> outdated security equipment, and (5) additional upgrades for training and maintenance centers to<br />

ensure sustainability <strong>of</strong> upgrades.<br />

Strategic Rocket Forces/12th Main<br />

<strong>The</strong> Strategic Rocket Forces (SRF)/12 th Main Directorate program element improves security <strong>of</strong><br />

Russian warheads by installing improved MPC&A systems at Russian Federation Strategic Rocket<br />

Forces and 12th Main Directorate nuclear warhead sites. <strong>The</strong>se sites, which include 25 SRF sites<br />

(at 11 bases) and nine 12th Main Directorate sites, have been approved by the U.S. Government for<br />

MPC&A upgrades. <strong>The</strong> process for working with the SRF and the 12th Main Directorate is based upon<br />

the refined process developed for working with the Russian Navy, which includes: (1) upgrades to<br />

designs driven by vulnerability assessments (VAs), (2) a rapid upgrades and/or a comprehensive<br />

upgrades phase, and (3) a sustainability program, which assures the systems will remain effective after<br />

the installation <strong>of</strong> upgrades is complete.<br />

In <strong>FY</strong> <strong>2012</strong>, INMP&C plans to provide sustainability support for 23 SRF and three 12th Main<br />

Directorate sites which will include: (1) development <strong>of</strong> training curriculum and courses;<br />

(2) construction and support <strong>of</strong> technical centers to ensure that the Russian Ministry <strong>of</strong> Defense will<br />
