the U.S. manage risk by ensuring that there are available capabilities to detect potential clandestine<br />

nuclear weapons programs, as well as foreign nuclear material and weapons production facilities and<br />

processes.<br />

<strong>The</strong> DNN program supports the NNSA and <strong>Department</strong> <strong>of</strong> <strong>Energy</strong> (DOE) mission to protect our<br />

national security by preventing the spread <strong>of</strong> nuclear weapons and nuclear materials to terrorist<br />

organizations and states <strong>of</strong> concern. <strong>The</strong>se efforts are implemented in part through the Global<br />

Partnership against the Spread <strong>of</strong> Weapons and Materials <strong>of</strong> Mass Destruction, formed at the<br />

G8 Kananaskis Summit in June 2002, and the Global Initiative to Combat Nuclear Terrorism, launched<br />

in Rabat Morocco in October 2006.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

Major Outyear Priorities and Assumptions<br />

Defense Nuclear Nonproliferation has a key role in meeting the Administration’s nonproliferation<br />

objectives, to accelerate control <strong>of</strong> "loose nuclear materials" to secure and remove all vulnerable nuclear<br />

material from the most vulnerable sites by the end <strong>of</strong> 2013. In line with this goal, the GTRI program has<br />

worked in 118 countries around the world to implement nuclear and radiological threat reduction. By<br />

the end <strong>of</strong> 2016, GTRI will have converted 129 (65 percent) <strong>of</strong> the 200 HEU reactors, removed<br />

4,801 kilograms (100 percent) <strong>of</strong> the approximately 4,801 kilograms <strong>of</strong> vulnerable weapons usable<br />

nuclear material at civilian sites, and protected 2,607 (31 percent) <strong>of</strong> the estimated 8,500 buildings with<br />

high-priority nuclear and radiological materials.<br />

<strong>The</strong> Second Line <strong>of</strong> Defense program will continue to make significant progress in the prevention and<br />

detection <strong>of</strong> illicit transfer <strong>of</strong> nuclear material through shipping ports and significant reduction <strong>of</strong> risk <strong>of</strong><br />

terrorists acquiring radiological materials and include approximately 650 border sites and<br />

100 Megaports by the end <strong>of</strong> 2017. Nonproliferation and International Security funding in the outyears<br />

reflects the growth <strong>of</strong> the Next Generation Safeguards Initiative to strengthen global safeguards<br />

institutions, in particular the International Atomic <strong>Energy</strong> Agency (IAEA), and revitalize the U.S.<br />

safeguards technology and human capital base. <strong>The</strong> Fissile Materials Disposition (FMD) program will<br />

continue to work with Russia to dispose <strong>of</strong> its surplus weapon-grade plutonium in a transparent and<br />

irreversible manner and to dispose <strong>of</strong> surplus U.S. weapon-grade plutonium and highly enriched<br />

uranium in a similar manner. Nonproliferation and Verification Research and Development created a<br />

new R&D and test/evaluation capability at the NNSA National Laboratories and the Nevada National<br />

Security Site to provide new technical capabilities to meet the Administration’s nonproliferation and<br />

arms control initiatives.<br />
