at several Russian Enterprises. <strong>The</strong> NNSA is working with SRS in the use <strong>of</strong> material controls,<br />

particularly with the active-nonviolent insider threats when completing MPC&A upgrades at all Russian<br />

Enterprises. Furthermore, program laboratory experts provide technical solutions to Second Line <strong>of</strong><br />

Defense (SLD) Core and Megaports programs including scientific analysis and testing <strong>of</strong> radiation<br />

detection systems. In addition, the program supports installation <strong>of</strong> radiation detection equipment at<br />

border crossings and airports/seaports within both Russia and the Former Soviet Union States under the<br />

SLD Core Program and at major container shipping terminals within the global maritime cargo<br />

transportation system under the SLD’s Megaports Initiative.<br />

Fissile Materials Disposition (FMD)<br />

<strong>The</strong> FMD program at SRS supports disposition <strong>of</strong> U.S. plutonium and has the overall lead for the<br />

Mixed-Oxide (MOX) Fuel Fabrication Facility (MFFF), the Waste Solidification Building (WSB) and<br />

the Pit Disassembly and Conversion (PDC) Project. <strong>The</strong> SRS will provide project and contract<br />

management support for the U.S. plutonium disposition program, which includes MFFF, PDC and the<br />

WSB. A DOE prime contractor, Shaw AREVA MOX Services, is responsible for the design and<br />

construction <strong>of</strong> the MOX FFF, and the site M&O is responsible for construction and operation <strong>of</strong> the<br />

WSB. In addition, during the construction phase, the site M&O contractor is responsible for the site<br />

infrastructure, electric power, water and sewer, roads, communications, waste management, fire<br />

protection, security and related services for the MFFF project, and integration, design authority, and<br />

operation <strong>of</strong> the PDC Project. <strong>The</strong> URS Corporation is the design authority for the PDC project, leading<br />

an integrated design team with SRNS and LANL as key members. Finally, the FMD program provides<br />

support for qualification, irradiation, transportation, and procurement and characterization <strong>of</strong> feed<br />

materials for MOX fuel.<br />

Global Threat Reduction Initiative (GTRI)<br />

In <strong>FY</strong> <strong>2012</strong>, the Savannah River Site provides significant technical, scientific, and management<br />

expertise to one <strong>of</strong> the three key subprograms <strong>of</strong> GTRI–Remove–supporting the comprehensive GTRI<br />

approach to achieving its mission to reduce and protect vulnerable nuclear and radiological material<br />

worldwide, and denying terrorists access to nuclear and radiological materials that could be used in<br />

weapons <strong>of</strong> mass destruction or other acts <strong>of</strong> terrorism. <strong>The</strong> Nuclear and Radiological Material Removal<br />

subprogram supports the removal and disposal <strong>of</strong> excess, vulnerable nuclear and radiological materials<br />

from civilian sites worldwide.<br />
