also develops and conducts physical protection training courses for foreign <strong>of</strong>ficials, both<br />

bilaterally and in conjunction with the IAEA, and provides key policy and technical support to<br />

the development, negotiation, and implementation <strong>of</strong> nuclear security documents, including<br />

treaties and critical recommendations documents such as INFCIRC/225.<br />

In <strong>FY</strong> <strong>2012</strong>, the activity will conduct training on the new provisions <strong>of</strong> a revised IAEA<br />

INFCIRC/225 and work with international partners to ensure that applied physical protection<br />

measures are consistent with internationally agreed-upon physical protection standards. <strong>The</strong><br />

activity will also provide assistance to the IAEA on document development associated with the<br />

new Nuclear Security Plan.<br />

<strong>The</strong> Nuclear Controls (NC) Subprogram supports domestic export licensing and interdiction<br />

operations and engages in global cooperative efforts to assist partner states in implementing and<br />

enforcing nonproliferation obligations and in detecting and deterring proliferators seeking WMD.<br />

<strong>The</strong> NC subprogram helps states to strengthen nuclear infrastructure requirements to prevent the<br />

diversion <strong>of</strong> nuclear materials; strengthen national WMD export control systems at the<br />

governmental and industry level; develop technically effective approaches to enhance regional<br />

security and prevent proliferation in volatile areas; and transition and engage WMD scientific<br />

communities to advance security objectives. This subprogram is responsible for the following<br />

engagement elements: International Nonproliferation Export Control (INECP); Global Initiatives<br />

for Proliferation Prevention (GIPP); Confidence Building Measures (CBM); Export Control Review<br />

and Compliance; and Weapons <strong>of</strong> Mass Destruction Interdiction.<br />

Nonproliferation Export<br />

<strong>The</strong> International Nonproliferation Export Control activity (INECP) strengthens national<br />

systems <strong>of</strong> export control, focusing on countries and regions <strong>of</strong> proliferation concern. <strong>The</strong><br />

INECP has two primary components: international cooperation and training for USG export<br />

enforcement agencies. Internationally, INECP works with established and emerging supplier<br />

states, high volume trans-shipment countries, and transit states located close to suppliers.<br />

In <strong>FY</strong> <strong>2012</strong>, INECP will continue to focus on industry outreach and Commodity Identification<br />

Training, which teaches customs agents and other <strong>of</strong>ficials to recognize WMD-sensitive goods.<br />

In addition, INECP will capitalize on regional outreach opportunities and leverage INECPtrained<br />

experts in regional best practices engagements. Training for USG agencies will provide<br />

specialized, commodity-specific information to U.S. law enforcement agencies with the<br />

authority to investigate export control violations, including DHS/Custom and Border<br />

Protection, DHS/Immigration and Custom Enforcement, FBI and others. In addition, a<br />

Cooperative Border Security Initiative (CBSI) seeks to enhance under-developed enforcement<br />
