1. Significant Changes<br />

<strong>The</strong> most recent DOE O 413.3B approved Critical Decision (CD) is CD-3B, Approve Start <strong>of</strong><br />

Construction that was approved on December 16, 2009, with a Total Project Cost (TPC) <strong>of</strong> $245,166<br />

and CD-4 is expected January 2013. Recent actions in Contingency, Prior Year Obligations, and<br />

Operating Costs for <strong>FY</strong> 2011 have reduced the TPC to $213,086.<br />

<strong>The</strong> contingency for the project had increased due to favorable construction bids received for the Utility<br />

Trunk, Utility Building, and Storm Water Detention Pond subproject; and the North Perimeter Intrusion,<br />

Detection, Assessment, and Delay System (PIDADS) subproject. Also the scope and related cost for the<br />

South PIDADS subproject has been withdrawn from the project temporarily until a revised PIDAS<br />

design can be estimated and implemented. <strong>The</strong>re has been a small cost growth elsewhere in the project,<br />

and a minor scope increase to security systems, but the net impact has been an increase in contingency<br />

for the project. <strong>The</strong> increase in contingency and the scope increase have been approved through the<br />

NMSSUP baseline change process.<br />

<strong>The</strong> Acquisition Executive approved Baseline Change Proposal 5 on April 2, 2010, that added scope to<br />

the project’s security systems, including additional cameras and an additional security sensor to the<br />

project. Baseline Change Proposal 4, approved by the Los Alamos Site Office on January 8, 2010,<br />

incorporated the contract value for the Utility subcontract into the baseline, with excess funds being<br />

added into the project contingency. Baseline Change Proposal 21, approved July 23, 2010, removed the<br />

South PIDADS scope, pending the redesign <strong>of</strong> the South PIDAS, with those funds added to the<br />

contingency as well. <strong>The</strong> net impact <strong>of</strong> these actions has been an increase in contingency <strong>of</strong> $27,484 for<br />

the project. <strong>The</strong> contingency amount includes the funds to execute the redesigned South PIDAS scope.<br />

<strong>The</strong> Office <strong>of</strong> Defense Nuclear Security has reduced the <strong>FY</strong> <strong>2012</strong> funding request for the project by<br />

$19,900. This reduction in funding request will be reflected in a reduced contingency amount for the<br />

project. Additionally, $8,500 in <strong>FY</strong> 2008 balances will be used by DOE for other higher priority needs,<br />

which will also be reflected in reduced contingency.<br />

<strong>The</strong> current Federal Project Director assumed responsibilities from a Federal Project Director that was at<br />

the appropriate level for this project. <strong>The</strong> current Federal Project Director is expecting to receive the<br />

appropriate level certification by June 2011.<br />

This PDS is an update <strong>of</strong> the <strong>FY</strong> 2011 PDS.<br />
