• Operate and maintain the nuclear security enterprise program facilities in a safe, secure, efficient,<br />

reliable, and compliant condition;<br />

• Provide facility operating costs for utilities, equipment, maintenance and environment, safety,<br />

and health (ES&H);<br />

• Maintain critical skills through personnel, training and salaries; and<br />

• Plan, prioritize, and construct state-<strong>of</strong>-the –art facilities, infrastructure, and scientific tools within<br />

approved baseline costs and schedule.<br />

<strong>The</strong> RTBF program provides unique contributions to the Government Performance and Results Act Unit<br />

Program Number 42.<br />

Benefits<br />

<strong>The</strong> RTBF program achieves this mission so that NNSA program facilities are operationally ready to<br />

execute NNSA missions in: Stockpile Stewardship (i.e. Campaigns), Stockpile Management<br />

(i.e., Directed Stockpile Work, DSW), Nuclear Nonproliferation, Naval Reactors fuel, and Emergency<br />

Operations. Work scope and costs include program facility operations; facility and equipment<br />

maintenance; ES&H activities; the capability to recover and recycle plutonium, highly-enriched<br />

uranium, and tritium to support a safe and reliable nuclear stockpile; and specialized storage and<br />

containers sufficient to support the requirements <strong>of</strong> the weapons stockpile.<br />

To support program requirements and efficient operations, RTBF is funding specific projects and<br />

emergent priority maintenance activities in mission critical and mission dependent facilities through the<br />

Institutional Site Support (ISS) subprogram. <strong>The</strong> ISS projects focus on sustaining facilities and modern<br />

equipment that support programmatic missions while reducing operating costs. As funding permits, ISS<br />

will also fund select projects to prepare for facility consolidation and foot print reduction activities.<br />

<strong>The</strong> RTBF program provides resources for NNSA program facilities to maintain readiness to execute<br />

nuclear weapons stockpile stewardship tasks on time, as identified by DSW and the Campaigns. <strong>The</strong><br />

RTBF Operations <strong>of</strong> Facilities maintains mission critical and mission dependent infrastructure to sustain<br />

the stockpile for the long term and keep the facilities and capabilities in a safe, secure, and reliable state<br />

<strong>of</strong> readiness. <strong>The</strong> RTBF Construction Program plays a critical role in revitalizing the infrastructure for<br />

nuclear weapons manufacturing and research and development activities.<br />

<strong>The</strong> RTBF program is closely aligned with other program elements within Weapons Activities,<br />

including the Facilities and Infrastructure Recapitalization Program (FIRP), Campaigns, and the DSW<br />

Program. <strong>The</strong> RTBF Program partners with FIRP to restore nuclear security enterprise facilities and<br />

infrastructure to the right condition, consistent with mission requirements. <strong>The</strong> RTBF funds current<br />

operations <strong>of</strong> the complex and makes capital investments to sustain the complex into the future. <strong>The</strong><br />

RTBF ensures appropriate levels <strong>of</strong> maintenance are performed for designated mission critical and<br />

mission dependent facilities. <strong>The</strong> RTBF Program partners with DSW and the Campaigns by having the<br />

necessary facilities and capabilities in place to assure program work can be accomplished.<br />

<strong>The</strong> RTBF Operations and Maintenance subprogram provides an important infrastructure and capability<br />

foundation for all NNSA sites. <strong>The</strong> production plants (Y-12, KCP, SRS, and PX) and NNSS are<br />

especially dependent on RTBF funding. <strong>The</strong> RTBF Operations and Maintenance <strong>FY</strong> <strong>2012</strong> budget<br />

ranges from approximately 32 percent to 69 percent <strong>of</strong> the total Defense Programs budget at these five<br />
