Proposed Appropriation Language<br />

For <strong>Department</strong> <strong>of</strong> <strong>Energy</strong> expenses, including the purchase, construction, and acquisition <strong>of</strong> plant and<br />

capital equipment and other incidental expenses necessary for atomic energy defense weapons activities<br />

in carrying out the purposes <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Energy</strong> Organization Act (42 U.S.C. 7101 et seq.),<br />

including the acquisition or condemnation <strong>of</strong> any real property or any facility or for plant or facility<br />

acquisition, construction, or expansion, the purchase <strong>of</strong> not to exceed one ambulance and one aircraft;<br />

$7,629,716,000, to remain available until expended: Provided, That <strong>of</strong> the unobligated balances<br />

available under this heading, $40,332,000 are hereby permanently cancelled: Provided further, That no<br />

amounts may be cancelled from amounts that were designated by the Congress as an emergency<br />

requirement pursuant to the Concurrent Resolution on the Budget or the Balanced Budget and<br />

Emergency Deficit Control Act <strong>of</strong> 1985, as amended.<br />

Explanation <strong>of</strong> Change<br />

<strong>The</strong> <strong>FY</strong> <strong>2012</strong> Request provides an increase from the <strong>FY</strong> 2011 request. Increases are provided for<br />

stockpile support, science, and infrastructure in support <strong>of</strong> <strong>Department</strong> <strong>of</strong> Defense requirements and to<br />

support increased operational and construction cost estimates since the <strong>FY</strong> 2011 request.<br />
