highly enriched uranium (HEU) and other weapons materials. Significant tasks include the steady-state<br />

rate production <strong>of</strong> the W76-1 LEP. Stockpile Systems quality evaluations will also continue, as will<br />

dismantlement <strong>of</strong> selected retired weapon systems components.<br />

Engineering Campaign<br />

<strong>The</strong> Y-12 National Security Complex supports the Engineering Campaign through the Enhanced<br />

Surveillance subprogram by providing improved surveillance tools, diagnostics and methods, including<br />

non-destructive techniques for canned sub-assemblies, cases, and nonnuclear components. <strong>The</strong>se results<br />

are then provided to the design laboratories for incorporation into the DSW program for transforming<br />

surveillance to be more predictive in finding defects in weapons. Lifetime-prediction efforts include<br />

work to improve knowledge <strong>of</strong> weapon materials, materials interactions, and aging phenomena.<br />

Readiness in Technical Base and Facilities (RTBF)<br />

<strong>The</strong> RTBF program ensures the readiness <strong>of</strong> the facilities, infrastructure, materials, and personnel to<br />

support Defense Programs mission objectives at Y-12.<br />

<strong>The</strong> elements <strong>of</strong> the Y-12 RTBF Program include the following:<br />

• Maintaining base operations support for the entire site infrastructure <strong>of</strong> approximately 350 Y-12<br />

buildings, as well as base operations including maintenance, utilities, and compliance;<br />

• Providing construction line item management, including all pre-conceptual planning and other<br />

project costs (OPCs) for all RTBF-funded line items;<br />

• Developing and updating the master site plan and Ten Year Site Plans (TYSP);<br />

• Providing inter- and intra-site containers for the transportation <strong>of</strong> SNM and waste;<br />

• Providing for the management and storage <strong>of</strong> HEU and other SNM;<br />

• Managing legacy material disposition to promote footprint reduction and compliance with<br />

environmental and security requirements;<br />

• Providing for the recycle and recovery <strong>of</strong> HEU and Lithium;<br />

• Managing responsibilities associated with the Chronic Beryllium Disease Prevention Program<br />

(CBDPP), and<br />

• Consolidating excess uranium and other nuclear materials from the NNSA Enterprise.<br />

Construction <strong>of</strong> the Highly Enriched Uranium Materials Facility has been completed, and the Uranium<br />

Processing Facility design is underway. <strong>The</strong>se facilities will provide modern, consolidated enriched<br />

uranium storage and production and enable a 90 percent reduction <strong>of</strong> the high security area.<br />
