Mission<br />

<strong>The</strong> Elimination <strong>of</strong> Weapons-Grade Plutonium Production (EWGPP) program enabled the Russian<br />

Federation (RF) to permanently cease production <strong>of</strong> weapons-grade plutonium by replacing the heat and<br />

electricity produced by the plutonium-producing reactors. <strong>The</strong> cancellation <strong>of</strong> unobligated balances <strong>of</strong><br />

$30 million in <strong>FY</strong> <strong>2012</strong>, is associated with the completion <strong>of</strong> the EWGPP and was proposed for<br />

cancellation to <strong>of</strong>fset requirements elsewhere within DOE.<br />

Benefits<br />

<strong>The</strong> EWGPP program achieved a major U.S. non-proliferation policy objective by permanently halting<br />

weapons-grade plutonium production in Russia. Within the EWGPP program, three subprograms make<br />

unique contributions to Government Performance and Results ACT (GPRA) Unit Program Number 99.<br />

<strong>The</strong> Seversk Plutonium Production Elimination Project subprogram enabled the shutdown <strong>of</strong> two <strong>of</strong> the<br />

last three weapons-grade plutonium production reactors by providing heat and electricity through<br />

refurbishment <strong>of</strong> an existing 1950s fossil-fueled facility. <strong>The</strong> two reactors at Seversk were shut down<br />

more than six months early (April and June 2008). <strong>The</strong> program received Critical Decision (CD)-4<br />

approval on September 26, 2008, effectively terminating the project. <strong>The</strong> remaining project closeout<br />

activities to expend the full U.S. commitment <strong>of</strong> $285,000,000 for the Seversk Project to the Russian<br />

Federation were completed in early <strong>FY</strong> 2010.<br />

<strong>The</strong> Zheleznogorsk Plutonium Production Elimination Project subprogram enabled the early shut down<br />

<strong>of</strong> the last weapons-grade plutonium production reactor by constructing a replacement fossil-fueled<br />

facility, expected to be completed in <strong>FY</strong> 2011. <strong>The</strong> ADE-2 reactor at Zheleznogorsk was shut down in<br />

April 2010. Zheleznogorsk plant completion is scheduled for <strong>FY</strong> 2011.<br />
