Mission:<br />

<strong>The</strong> Global Threat Reduction Initiative (GTRI) program reduces and protects vulnerable nuclear and<br />

radiological materials located at civilian sites worldwide.<br />

Benefits<br />

GTRI efforts are focused on the first line <strong>of</strong> defense, which is to secure or remove vulnerable nuclear<br />

and radiological material at the source. GTRI’s Reactor Conversion subprogram, along with the Nuclear<br />

and Radiological Removal subprograms <strong>of</strong>fer permanent threat reduction through the elimination <strong>of</strong><br />

materials. GTRI directly supports the Administration’s goal announced in Prague on April 5, 2009 to<br />

secure all vulnerable nuclear material around the world within four years. <strong>The</strong> Joint Statement from the<br />

Moscow Summit in July 2009, the September 2009 United Nations Security Council (UNSC)<br />

Resolution 1887 and the 47 nation Nuclear Security Summit in April 2010 amplified global<br />

commitments to secure or remove nuclear and radioactive materials.<br />

GTRI supports the U.S. <strong>Department</strong> <strong>of</strong> <strong>Energy</strong>'s Nuclear Security Goal by preventing terrorists from<br />

acquiring nuclear and radiological materials that could be used in weapons <strong>of</strong> mass destruction (WMD)<br />

or other acts <strong>of</strong> terrorism. GTRI does so by: 1) converting research reactors and isotope production<br />

facilities from the use <strong>of</strong> highly enriched uranium (HEU) to low enriched uranium (LEU); 2) removing<br />

and disposing <strong>of</strong> excess nuclear and radiological materials; and 3) protecting high-priority nuclear and<br />

radiological materials from theft and sabotage. <strong>The</strong>se three key subprograms -- Convert, Remove, and<br />

Protect -- provide a comprehensive approach to achieving its mission and denying terrorists access to<br />

nuclear and radiological materials. <strong>The</strong> GTRI subprograms that make important and unique<br />

contributions to Government Performance and Results (GPRA) Unit Program Number 48 are discussed<br />

below.<br />
